Abstract

Persediaan sumber daya ikan di laut Indonesia semakin melimpah sejak adanya Keputusan Menteri Kelautan dan Perikanan RI No. 37 Tahun 2017, tentang penenggelaman kapal yang melakukan illegal fishing di Indonesia. Pasokan ikan hasil tangkapan nelayan di wilayah pesisir selatan Jawa meningkat sebesar 23% pada tahun 2016, sayangnya pendistribusian hanya terpusat di wilayah asal saja. Sehingga menyebabkan harga ikan menurun. Tujuan dari penelitian ini adalah untuk menentukan model logistik pengiriman hasil tangkapan nelayan wilayah pesisir selatan Jawa yang menghasilkan biaya satuan minimum. Metode yang digunakan dalam penelitian ini adalah metode optimasi. Model logistik yang digunakan saat ini hanya alat angkut truk reefer dengan kapasitas 8 ton. Pada penelitian ini ada 3 (tiga) skenario model logistik alat angkut yang digunakan untuk mencari biaya satuan minimum, yaitu kapal pengangkut ikan, kapal peti kemas, dan truk reefer. Ukuran kapal pengangkut ikan yang digunakan, yaitu 50 GT, 150 GT, dan 200 GT serta didapatkan biaya satuan sebesar Rp.3.392/Kg dengan model pengiriman port to port dan dengan model pengiriman multiport banyak asal – satu tujuan didapatkan Rp. 5.134/Kg serta model pengiriman multiport satu asal – banyak tujuan didapatkan Rp. 3.421/Kg. Ukuran kapal peti kemas yang digunakan, yaitu 250 GT, 500 GT, dan 700 GT serta didapatkan biaya satuan sebesar Rp.3.886/Kg dengan model pengiriman port to port dan Rp. 2.904/Kg dengan model pengiriman multiport. Ukuran truk reefer yang digunakan, yaitu dengan kapasitas 10 ton dan didapatkan biaya satuan sebesar Rp. 484/Kg. Perbandingan moda, didapatkan hasil bahwa alat angkut dengan biaya satuan paling kecil adalah truk reefer.

The supply of fish resources in Indonesian seas is increasingly abundant since the existence of the Minister of Maritime Affairs and Fisheries Decree No. 37 of 2017, concerning the sinking of ships carrying out illegal fishing in Indonesia. The supply of fish caught by fishermen in the southern coast of Java has increased by 23% in 2016, with its distribution only concentrated in the area of origin. So, the price of fish decreases. The purpose of this study is to determine the logistics model for shipping catches of fishermen in the southern coast of Java with a minimum unit cost. The method used in this study is the optimization method. The logistics model used today is only reefer trucks with a capacity of 8 tons. In this study, there are three scenarios of the transportation logistics model used to find the minimum unit cost, namely fishing vessels, container ships, and reefer trucks. The size of the fishing vessels used are 50 GT, 150 GT and 200 GT and a unit cost of Rp.3,392/Kg is obtained with a port to port shipping model and with a many origin – one destination multiport shipping model is obtained Rp. 5.134/Kg and one origin – many destinations multiport shipping model is obtained Rp. 3.421/Kg. The size of the container ships used are 250 GT, 500 GT and 700 GT and a unit cost of Rp.3.886/Kg is obtained with a port to port shipping model and Rp. 2.904/Kg with a multiport shipping model. The capacity of the reefer truck used is 10 ton and a unit cost is Rp. 484/Kg. From the results of the modal comparison analysis, the results show that the transport with the lowest unit cost is the reefer truck.
