Abstract
Pemerintah baru saja mengeluarkan rencana kebijakan pengembangan lokasi pelabuhan Hub domestic-internasional Indonesia yaitu program Integrated Port Network (IPN) dengan tujuan menekan biaya logistik pelayaran petikemas. Tugas akhir ini akan meneliti dampak yang akan timbul dari penerapan kebijakan IPNyang ditinjau dari sektor pelayaran dan pelabuhan dengan mempertimbangkan biaya total. Metode yang digunakan dalam penelitian ini adalah set covering problem dan perbandingan biaya ketika petikemas melakukan kegiatan alih muat di Singapura dan ketika petikemas melakukan alih muat di tujuh pelabuhan calon Hub internasional. Hasil penelitian menunjukkan bahwa dengan adanya konsep IPN akan dapat menurukan biaya logistik sebesar 8%, yaitu dengan jumlah biaya total sebesar 9.220 miliar.Rp/tahun yang sebelumnya sebesar 9.992 miliar.Rp/tahun. Armada kapal petikemas internasional yang digunakan saat ini rata-rata berukuran 2.000 – 2.500 TEUs. Sedangkan, ukuran kapal terbesar ketika konsep IPN diterapkan berukuran 4.027 TEUs dan terkecil berukuran 3.000 TEUs, serta kebutuhan jumlah kapal terbanyak ada pada rute Tanjung Priok-Port of Singapore sebanyak 14 unit. Dari tinjauan sektor kepelabuhanan, belum semua pelabuhan yang ditunjuk mampu menampung dan melayani kapal ukuran 2.000 TEUs karena terkendala fasilitas dan infrastruktur pelabuhan. Setidaknya membutuhkan biaya sebesar Rp 1, triliun rupiah untuk mengembangkan pelabuhan yang ditunjuk agar program IPN berjalan. Dengan diterapkannya konsep IPN, maka berpotensi hilangnya muatan di pelabuhan Tanjung Priok sebesar 3% dan Tanjung Perak sebesar 6%. Sebaliknya, konsep IPN akan mengingkatkan potensi throughput Pelabuhan Kijing menjadi 567.427 TEUs (22% naik dari sebelumnya), Makassar 636.206 TEUs (16% dari sebelumnya), Bitung sebesar 282.758 TEUs, dan Sorong sebesar 93.978 TEUS (9% dari sebelumnya).

The Indonesian government has just issued a policy plan for the location development of Indonesia's domestic-international Hub, the Integrated Port Network (IPN) program with the goal of suppressing the cost of container shipping logistics. This study will examine the impact that will arise from implementing IPN policy reviewed from the shipping and port sectors taking into the total cost. The method used in this research is set covering problem and cost comparison when the container performs the loading activities in Singapore and when the container performs over the seven ports of the prospective international Hub. The results showed that with the concept of Integrated Port Network will be able to decrease the cost of logistics by 8%, which is the total cost of 9,220 billion.Rp/year, whenever in the past amounted to 9,992 billion.Rp/year. The current fleet of vessels used is an average of 1,454 – 2,892 TEUs. Meanwhile, the largest ship size when the IPN concept is applied to 4,027 TEUs and smallest of 240 TEUs, as well as the need for the most number of vessels on the Tanjung Priok-Port of Singapore route as many as 14 units. From the review of the port sector, not all designated ports are able to accommodate and serve the 2,000 TEUs vessels due to the constraints of facilities and port infrastructure. At least it costs Rp 1.16 trillion rupiah to develop the designated port for IPN program to run. With the concept of IPN, then the potential loss of content in the port of Tanjung Priok 3% and Tanjung Perak by 6%. On the contrary, the concept of IPN will increase the potential throughput of the Kijing port to 567,427 TEUs (22% up from the previous), Makassar 636,206 TEUs (16% of the previous), Bitung amounted 282,758 TEUs, and Sorong amounted to 93,978 TEUS (9% from previous).
