Abstract
Pengembangan e-Government yang salah satunya dalam bidang penilaian kinerja pegawai sedang marak diterapkan di lingkungan instansi pemerintahan dalam rangka meningkatkan efektivitas dan efisiensi dalam hal penilaian kinerja pegawai. Berbagai aktivitas di instansi pemerintahan harus mulai beralih dan mengadopsi penggunaan sistem pemerintahan berbasis elektronik (SPBE) atau e-Government. Kabupaten XYZ, sebagai salah satu kabupaten di Kalimantan Timur sependapat dengan perkembangan teknologi tersebut dan ingin menerapkan salah satu aplikasi e-Government yang berfokus pada penilaian kinerja pegawai yang disebut E-Performance. Namun hingga saat ini, Pemerintah Kabupaten XYZ belum memiliki sistem E-Performance, oleh karena itu Pemerintah Kabupaten XYZ melakukan kontrak dengan tim pengembang untuk melakukan proyek pengembangan aplikasi E-Performance di Pemerintah Kabupaten XYZ, dimana penelitian ini ikut andil dalam proyek tersebut.
Sesuai dengan latar belakang permasalahan tersebut, penelitian ini bertujuan untuk melakukan proses rekayasa kebutuhan dari aplikasi E-Performance pada Pemerintah Kabupaten XYZ. Mengacu kepada metodologi rekayasa kebutuhan pada, penelitian ini akan melakukan tahapan yang meliputi langkah berikut; (1) Melakukan elisitasi kebutuhan, (2) Melakukan Analisis Kebutuhan, (3) Melakukan Validasi Kebutuhan, dan (4) Melakukan Dokumentasi Kebutuhan. Hasil yang dari penelitian ini berupa dokumentasi yang mencakup seluruh hasil rekayasa kebutuhan dari aplikasi E-Performance berdasarkan Peraturan Gubernur Jawa Timur No. 98 Tahun 2018 dalam rangka mempermudah siklus pengembangan aplikasi E-Performance di Pemerintah Kabupaten XYZ kedepannya.

The development of e-Government, one of which is in the field of employee performance appraisal, is being widely applied in the environment of government agencies in order to improve effectiveness and efficiency in terms of employee performance appraisal. Various activities in government agencies must start to switch and adopt the use of electronic based government systems (SPBE) or e-Government. XYZ Regency, as one of the districts in East Kalimantan, agrees with the development of the technology and wants to implement an e-Government application that focuses on employee performance appraisal called E-Performance. But until now, the XYZ Regency Government does not yet have an E-Performance system, therefore the XYZ Regency Government has contracted with a development team to carry out an E-Performance application development project in the XYZ Regency Government, where this research took part in the project. In accordance with the background of these problems, this study aims to carry out the engineering process of the needs of the E-Performance application in the XYZ District Government. Referring to the needs engineering methodology, this research will carry out the stages which include the following steps; (1) Conducting requirement elicitation, (2) Conducting requirement analysis, (3) Conducting requirement validation, and (4) Conducting requirement documentation. The results of this study in the form of documentation that includes all the results of the requirement engineering of the E-Performance application in order to facilitate the development cycle of E-Performance applications in the XYZ Regency Government going forward.
