Abstract
Pemenuhan kebutuhan energi masyarakat Indonesia saat ini masih didominasi oleh bahan bakar berbasis fosil. Namun kondisi tersebut tidak didukung oleh ketersediaan cadangan minyak bumi yang ada di Indonesia. Upaya pemerintah dalam mengatasi keterbatasan minyak bumi salah satunya adalah dengan memanfaatkan kelapa sawit sebagai Bahan Bakar Nabati (BBN) melalui kebijakan pencampuran bahan bakar berbasis fosil atau Bahan Bakar Minyak (BBM) dengan BBN pada proporsi tertentu yang disebut sebagai mandatory blending biodiesel. Penelitian ini bertujuan untuk menganalisis pengaruh kebijakan mandatory blending biodiesel terhadap peran kelapa sawit sebagai bahan baku biodiesel dan peran lain yaitu sebagai bahan baku produk pangan misalnya minyak goreng. Aspek yang ditinjau pada penelitian ini adalah supply-chain, energi dan ekonomi. Pendekatan metodologi yang digunakan adalah sistem dinamik, dilanjutkan dengan proses simulasi atas alternatif skenario kebijakan terkait penerapan kebijakan mandatory blending biodiesel. Dengan menggunakan sistem dinamik, diharapkan dapat melihat persoalan kebijakan mandatory blending biodiesel secara menyeluruh, pengaruh dan keterkaitan antar-aspek. Pada penelitian ini terdapat tiga skenario kebijakan yang dibangun yaitu, kebijakan penundaan pertumbuhan luas lahan kelapa sawit dan penerapan mandatory blending biodiesel sebanyak 30%, peningkatan produktivitas lahan kelapa sawit dan pertimbangan harga pada model dalam penentuan kebijakan mandatory blending biodiesel. Berdasarkan hasil simulasi secara simultan diperoleh skenario terbaik yaitu skenario 3, kebijakan pertimbangan harga sebagai dasar penentuan kebijakan mandatory blending biodiesel. Pada aspek supply-chain, ketersediaan luas lahan kelapa sawit hingga tahun 2022 sebesar 43,253,517.96 Ha, ketersediaan CPO diperkirakan sebesar 586,071,771.29 ton. Pada aspek energi, biodiesel sebagai bahan utama tersedia sebanyak 24,253,827.48 kL. Total pendapatan sektor hulu sebesar Rp 56,162,548,218,216 dan pada sektor energi atau biodiesel sebesar Rp 77,602,634,840. Dalam penerapan kebijakan mandatory bleding biodiesel diharapkan dapat mempertimbangkan harga agar ketersediaan energi dan bahan bakunya yaitu CPO tetap terjaga dengan tetap meningkatkan nilai CPO dan turunannya yaitu biodiesel.

The energy requirements in Indonesian today is still dominated by fossil-based fuels. However, this condition is not supported by the availability of oil reserves in Indonesia. One of the government's efforts to overcome the limitation of petroleum is to use palm oil as a biofuel through the policy of mixing fossil-based fuels or biofuel at a certain proportion called mandatory blending biodiesel. This study aims to analyze the effect of mandatory blending biodiesel policy to the role of palm oil as a raw material for biodiesel and other roles as a raw material for food products such as cooking oil. The aspects reviewed in this study are supply chain, energy and economy. The methodological approach used is a system dynamics, followed by a simulation process for alternative policy scenarios related to the implementation of mandatory blending biodiesel policies. By using a system dynamics, it is expected to be able to see the issue of mandatory blending biodiesel policy as a whole, the influence and inter-relationship between aspects reviewed. In this research, there are three policy scenarios built. First, implementations of policies to delay the growth of oil palm land area and the application of 30% mandatory blending biodiesel. Second, increase of productivity of oil palm land. Third, consideration of global palm oil price in the model to determine mandatory blending biodiesel policies. Based on the simulation that runs simultaneously, obtained the best scenario is scenario 3, the price consideration policy as the basis for determining the mandatory blending biodiesel policy. In the supply-chain aspect, estimated the availability of oil palm land area until 2022 is 43,253,517.96 Ha and CPO stock is 586,071,771.29 tons. In the energy aspect, estimated biodiesel stock is 24,253,827.48 kL. In the economy aspect, obtained the total upstream sector revenue is IDR 56,162,548,218,216 and in the energy or biodiesel sector is IDR 77,602,634,840. In implementing the mandatory biodiesel bleding policy, it is expected to consider the price so that the availability of energy and raw materials, namely CPO, is maintained by continuing to increase the value of CPO and biodiesel.
