Abstract
Urbanisasi berpotensi menciptakan ketidaksetaraan dan eksklusi dalam pembangunan dan perkembangan ekonomi serta menimbulkan permukiman kumuh. Permukiman kumuh juga dapat terjadi karena ketidakmampuan masyarakat dalam memenuhi kebutuhan prasarana dasar permukiman. Di sisi lain, permukiman kumuh dapat menyediakan tempat tinggal dan peluang ekonomi bagi penghuninya. Dalam upaya mengurangi ketidaksetaraan dan eksklusi serta pentingnya penanganan permukiman kumuh sesuai dengan isu SDG’s dan NUA-HIII maka diperlukan konsep dan strategi pembangunan inklusif, khususnya secara fisik dalam perbaikan permukiman kumuh. Permukiman kumuh di Kelurahan Krian terjadi akibat perkembangan kawasan yang pesat karena berada di sekitar pusat kegiatan kawasan. Perkembangan tersebut tidak diimbangi dengan penyediaan dan pemerataan prasarana yang memadai. Penelitian ini bertujuan untuk merumuskan konsep dan strategi pembangunan inklusif permukiman kumuh kota melalui perbaikan fisik di Kelurahan Krian. Penelitian ini menggunakan paradigma post-positivisme, strategi penelitian studi kasus dengan metode kombinasi (mixed methods) yang cenderung lebih menekankan pada penelitian kuantitatif dengan kualitatif sebagai pelengkap. Kebutuhan data didapatkan melalui observasi lapangan, wawancara, kuisioner, serta survei instansional. Sedangkan analisa data dilakukan dengan metode deskripsi kualitatif dan kuantitatif, statistik deskriptif dan inferensial, triangulasi serta SWOT. Hasil penelitian menunjukkan bahwa permukiman kumuh di Kelurahan Krian dapat dikembangkan dengan konsep pembangunan inklusif dalam upaya perbaikan kondisi kekumuhan. Strategi pembanguan inklusif didasarkan pada faktor-faktor yang telah teridentifikasi. Strategi pembangunan inklusif permukiman kumuh kota melalui perbaikan fisik di Kelurahan Krian antara lain; peningkatan capaian pelayanan prasarana dan sarana permukiman; pembangunan prasarana dan sarana sesuai dengan kebutuhan masyrakat berdasarkan golongan; penyediaan prasarana proteksi kebakaran skala lingkungan; penanganan banjir secara terintegrasi dalam lingkup permukiman dan pasar krian; penanganan persampahan dalam lingkup pasar krian; dan penataan jalan belakang pasar sebagai showroom atau sentra pemasaran produk ekonomi lokal setempat. Untuk mewujudkan pembangunan tersebut diperlukan dukungan pembiayaan atau bantuan pembangunan prasarana dari pemerimtah, partisipasi masyarakat dalam pembangunan serta pengawasan dan pemeliharaan, pembangunan prasarana dan sarana yang disesuaikan dengan kondisi lingkungan setempat, kerjasama dengan pihak Pasar Krian dalam normalisasi saluran dan penanganan persampahan, serta pelatihan mitigasi bencana terhadap masyarakat setempat. Pengaruh strategi tersebut terhadap dimensi sosial antara lain; kesetaraan hak masyarakat dalam memperoleh pembangunan, kebutuhan pembangunan seluruh golongan masyarakat terpenuhi, mendukung pola hidup bersih dan sehat, masyarakat merasa memiliki dan peduli terhadap lingkungan, meningkatkan keahlian, keterampilan, dan keguyuban masyarakat; mendukung pembentukan lingkungan dan masyarakat yang tanggap bencana (resilience), serta meningkatkan citra kawasan. Sedangkan pengaruh terhadap dimensi ekonomi meliputi; penghematan biaya pembangunan prasarana permukiman dan produksi ekonomi lokal, meningkatan peluang kerja dan daya saing masyarakat, mendukung pengembangan ekonomi lokal, serta meminimalisir kerugian materil jika terjadi bencana. Urbanization has the potential to create inequality and exclusion in economic development and development and cause slums. Slums can also occur because of the inability of the community to meet the basic infrastructure needs of the settlement. On the other hand, slums can provide shelter and economic opportunities for inhabitants. In an effort to reduce inequality and exclusion and the importance of slum improvement, in accordance with the SDG’s and NUA-HIII issues, it is necessary to have inclusive development concepts and strategies, especially physically in the improvement of slums. Slums in Krian’s urban area occur due to the rapid development of the area because it is located around the center of the area's activities. Thesedevelopment was not matched by the provision and equitable distribution of infrastructure. This research aims to formulate the concepts and strategies of inclusive development of urban slums through physical improvements in the Krian’s urban area. This research uses the post-positivism paradigm, a case study research strategy with mixed methods which tends to emphasize quantitative research with qualitative as a complement. Data needs are obtained through field observations, interviews, questionnaires, and institutional surveys. While the data analysis is done by qualitative and quantitative description methods, descriptive and inferential statistics, triangulation and SWOT. The results showed that the slums in Krian Krian’s urban area could be developed with the concept of inclusive development on slum improvement. An inclusive development strategy is based on factors that have been identified. The strategy of inclusive development of urban slums through physical improvements includes; improvement in achievement of infrastructure services and settlement facilities; construction of infrastructure and facilities according to the needs of community groups; provision of fire protection infrastructure in the scope of settlements; integrated flood management in the scope of settlements and Krian’s Market; solving garbage problems in the scope of Krian’s Market; and arrangement the back streets of the Krian’s Market as a showroom or marketing center for local economic products. To realize this development, financial support or infrastructure development assistance from the government is needed, community participation in development, supervision and maintenance, construction of infrastructure and facilities adapted to local environmental conditions, cooperation with the Krian Market’s Managemen in drainage normalization and waste management, and disaster mitigation training towards the local community. The influence of these strategies on social dimensions, among others; equality of community rights in development, development needs of community groups are fulfilled, supporting clean and healthy lifestyles, people feel they have and care for the environment, increase expertise, skills, and community harmony; support the establishment of a resilience environment, , and improve the image of the settlement. While the influence on the economic dimension includes; savings in the cost of developing local infrastructure and production of the local economy, increasing employment opportunities and community competitiveness, supporting local economic development, and minimizing material losses in the event of a disaster.
