Abstract
Pertumbuhan ekonomi yang berbeda-beda tiap wilayah terkait erat dengan peranan sektoral yang mempengaruhi pembentukan PDRB wilayah tersebut. Pertumbuhan ekonomi yang bervariasi menyebabkan adanya ketimpangan seperti yang terjadi di Provinsi Jawa Timur. Kota Surabaya mampu memberikan kontribusi sebesar 23,61% terhadap PDRB Jawa Timur, namun Kota Probolinggo, Kota Pasuruan, Kota Mojokerto dan Kota Blitar hanya memberikan kontribusi kurang dari 0,5%. Pengelompokan daerah berdasarkan peranan sektoral yang mempengaruhi PDRB perlu dilakukan, sehingga potensi unggul masing-masing daerah dapat dimaksimalkan. Penelitian ini menggunakan fuzzy c-means cluster untuk mengelompokkan kabupaten/kota di Jawa Timur berdasarkan potensi sektoral terhadap PDRB tahun 2014. Kelompok optimum yang diperoleh sebanyak 8 dengan nilai icd rate terkecil di fungsi keanggotaan linear turun. Terdapat perbedaan rata-rata antar kelompok yang terbentuk. Karakteristik kelompok 1, 2, dan 3 unggul di sektor Industri Pengolahan. Kelompok 4 unggul di sektor Pertanian, Kehutanan dan Perikanan serta Penggalian dan Pertambangan. Kelompok 5 unggul di sektor Pertanian, Kehutanan dan Perikanan. Kelompok 6 unggul di sektor Pertanian, Kehutanan dan Perikanan, tetapi nilai nya relatif kecil. Kelompok 7 yaitu unggul di sektor Perdagangan Besar dan Eceran, tetapi nilai nya relatif kecil. Kelompok 8 unggul di sektor Perdagangan. Sehingga kabupaten/ kota yang berada di kelompok 6 dan 7 diharapkan dapat meningkatkan potensinya di semua sektor

Economic growth is different in each region. It is associated with the role of sectoral who influence the formation of the GDRP. Economic growth varied causes imbalance in East Java Province. Surabaya City contributed 23,61% of GDP in East Java on 2014, however, Probolinggo, Pasuruan, Mojokerto and Blitar City, only contributed less than 0,5%. The regional grouping is based on the role of sectoral affect the GDP needs to be done, so that the superior potential of each region can be maximized. This research uses Fuzzy C-Means Cluster to group the districts/cities in East Java based on the potential sectors to the GDP in 2014. The optimum group gained as much as 8 with the smallest value of icd rate is linear down membership function There is an average difference between groups. Characteristics of group 1, 2, 3 are superior in the processing industry sector. Group 4 is superior in the Agriculture, Forestry, and Fisheries as well as The Excavation and Mining. Group 5 is superior in Agriculture, Forestry. Group 6 is superior in Agriculture, Forestry, and Fisheries but its value is relatively small. Group 7 is superior in wholesale and retail, but its value is relatively small. Group 8 is superior in wholesale and retail. So the districts/cities in group 6 and 7 are expected to increase their potential in all sectors
