Abstract
Pasar Blauran merupakan salah satu pasar tradisional di
Surabaya. Pasar ini terletak di Jalan Kranggan Sawahan
Surabaya. Lokasi di sekitar pasar blauran yang sudah banyak
berkembang menjadi pusat perdagangan, bisnis dan properti
komersil menjadikan pasar ini kurang diminati pengunjung.
Kondisi pasar yang panas, tidak tersedianya lahan parkir serta
banyak kios yang tutup membuat pasar ini semakin ditinggalkan.
Oleh karena itu pasar blauran perlu dianalisa penggunaan
lahannya sehingga dapat menghasilkan nilai lahan tertinggi.
Alternatif penggunaan lahan pada Pasar Blauran
Surabaya ini dianalisa menggunakan metode highest and best
use. Analisa ini meliputi aspek legal, aspek fisik, aspek finansial
dan produktifitas maksimum. Alternatif dengan produktifitas
maksimum merupakan alternatif yang memiliki nilai lahan
tertinggi. Berdasarkan pembagian kuesioner dan wawancara
kepada stakeholder didapatkan alternatif yaitu Revitalisasi
Pasar, Mixed use pasar dengan perbelanjaan dan Mixed use
pasar dengan perkantoran.
Berdasarkan hasil analisa didapatkan alternatif dengan
produktifitas tertinggi yaitu Mixed use pasar dengan
perbelanjaan. Alternatif ini menghasilkan nilai lahan sebesar Rp
71.575.064,-/m2 dan produktifitas lahan sebesar 236,07% dari
nilai lahan semula.

Blauran Market is one of the traditional market in
Surabaya. It located in Jalan Kranggan Sawahan Surabaya. The
location around Blauran Market had many developed into a
trading centre, business and commercial property. Market
conditions was uncomfortable, unavailability of parking space
and many shop closed, it makes this market are being abandoned
and less desirable visitors. Therefore, Blauran market needs to be
analyzed to provide the highest land value.
This analysis using the highest and best use (HBU)
method which consist of legal aspect, physical aspect, finansial
aspect and maximum productivity. Alternative with maximum
productifity is an alternative with the highest land value. Based
on distributing questionnaires to stakeholder, it obtained a
several alternative that are Market Revitalization, Combination
between market with shopping centre and Combination between
market with offices.
From the result analysis, alternatives with the highest
land value and maximum productifity is combination between
market and shopping centre. This alternative can be produce land
value obtained Rp 71.575.064,- with land productivity by
236,07% from the original land value.
