Abstract
Pada saat ini, berbagai kegiatan yang dilakukan oleh manusia seperti
penggunaan air yang berlebihan, dan pembuangan limbah dapat menyebabkan polusi
dan berujung pada krisis air. Kurangnya pengetahuan dan kesadaran masyarakat
merupakan hal utama penyebab masalah ini terjadi. Tentu saja pencegahan lebih baik
daripada mengobati. Maka dari itu, diharapkan obyek ini dapat mencegah krisis
tersebut terjadi melalui edukasi dan sumber daya air baru bagi masyarakat melalui
sumber daya alternatif.
Metode pertama yang digunakan dalam perancangan ini adalah superposisi. Hal
yang dijadikan patokan adalah jalur perpipaan di bawah tanah lahan ini seperti yang
tercantum pada rencana tata guna lahan Kota Surabaya. Kemudian metode yang kedua
ialah superimposisi yang menyatukan ketiga hal yaitu object, event dan movement yang
diinterpretasikan sebagai bangunan pengolahan air, kegiatan informatif dan edukatif
dan jalur sirkulasi yang mengatur pergerakan pengunjung.
Kemudian, kedua metode tersebut disatukan oleh suatu konsep, yaitu dispersi.
Konsep ini terinspirasi dari percampuran dua zat cair yang berbeda yaitu terdapat zat
yang pendispersi dan terdispersi. Terdapat sistem koloid pada proses ini. Yaitu system
yang memiliki sifat bercampur secara makroskopis tetapi tetap terpisah secara
mikroskopis. Hal ini juga berarti bahwa sarana pengolahan air dan kegiatan informatif
tersebut tidak dapat dibedakan tetapi tetap memiliki fungsi yang berbeda.

Nowadays, there are various human daily activities such as excessive water
usage, and bad waste disposal that can cause pollution and lead to water crisis. Lack of
knowledge and awareness from society is believed to be the main cause of these
problems. Prevention surely is better than treatment. Therefore, that is the main
objective of this design which is to give an education and new water resource plant to
the society simultaneously through alternative resources as proposed.
The first method used in this design is superposition. It is used as a benchmark
is underground piping lines of this site that listed on Surabaya’s land use planning. Then
the second method is superimposition which combine object, event and movement that
are interpreted as building water treatment, informative and educative activities and
circulation pathways that organize the movement of visitors.
Thereafter, both methods are combined by a concept named the dispersion. This
concept is inspired by the mixing of two different liquids, dispersant and dispersed,
phenomenon. There is a colloidal system in this process. It is a system that has a
character of liquid that is mixed macroscopically yet remain separate microscopically.
It also implies that water treatment plant and informative activities cannot be
distinguished but they still have different functions.
