Abstract

Emisi gas buang kapal nelayan pada Kelurahan Brondong
Kabupaten Lamongan Provinsi Jawa Timur dikhawatirkan telah melewati
ambang batas yang telah ditentukan oleh Peraturan Pemerintah Republik
Indonesia Nomor 41 Tahun 1999 Tanggal 26 Mei 1999. Sehingga
diperlukan perhitungan emisi yang dikeluarkan oleh kapal agar emisi
kapal masih dalam ambang batas yang telah ditentukan. Juga diperlukan
data nilai produksi dari kapal nelayan sehingga dapat memberikan saran
dalam hal pengkontribusian terhadap pengembangan kebijakan emisi
pada Kelurahan Brondong Kabupaten Lamongan. Perhitungan yang
digunakan untuk mengetahui emisi gas buang kapal berdasarkan standar
eropa (MEET,2002), dimana perhitungan ini telah diterapkan oleh Carlos
Trozi (Trozzi,1999).Hasil dari perhitungan ini diperoleh informasi bahwa
emisi gas buang kapal untuk karbon dioksida (CO2) tiap tahunnya sebesar
3302943.1 Kg/ton fuel, emisi Karbon monoksida (CO) sebesar 10184.05
Kg/ton fuel, emisi Nitrogen Oksida (NOx) sebesar 117667 Kg/ton fuel,
dan yang terakhir emisi Particulate matter (PM) sebesar 1238.603 Kg/ton
fuel. dan Jumlah tangkapan yang dihasilkan oleh kapal nelayan pertahun
sebesar 31530 ton.Dapat ditarik kesimpulan dengan emisi gas buang
kapal nelayan seperti data diatas maka terdapat 42 kapal yang melewati
ambang batas yang telah ditentukan.

Fishing boat exhaust emissions in the Brondong Village,Lamongan
regency of East Java Province are feared to have passed a threshould
specified by the regulations. So the necessity of calculation emission
relased by the ship so that the ship still in the emissions threshold has
been specified. The production value data is also required from the
fishing vessel so it can be known with the fishing production values and
the resulting emissions, whether the fishing vessel has been efficient. The
calculations used to find out the ship's exhaust emissions based on
European standards (MEET,2002), where this calculation had applied by
Carlos Trozi (Trozzi 1999). The results of these calculations obtained
information that the ship's exhaust emissions for carbon dioxide (CO2)
each year in the amount of 3302943.1 Kg/tonne fuel, emissions of carbon
monoxide (CO) by10184.05 Kg/tonnes of fuel, emissions of Nitrogen
oxides (NOx) amounted to 117667 Kg/tonnes of fuel, and the last
emission of Particulate matter (PM) in the amount of 1238.603Kg/tonnes
of fuel. and the production values are generated by the fishing vessel per
year amounting to 31530 ton..The conclusion can be drawn with the
fishing boat exhaust emissions such as data above, does not pass the
threshold has been specified. And the production values of the fishing
boats, along with the resulting emissions can be concluded efficiently.
