Abstract
Indonesia adalah negara kepulauan terbesar di dunia yang panjang garis pantainya menyamai panjang garis pantai benua Eropa. Terdapat 90 kota di Indonesia, yang terdiri dari kota kecil, kota sedang, kota besar dan kota metropolis. Pengadopsian konsep smart city dari negara maju secara langsung akan menyebabkan banyak kendala yang terkait dengan tipikal wilayah dan karakter sumber daya manusia sangat berbeda. Konsep smart city yang sesuai dengan tipikal wilayah perkotaan di Indonesia sangat diperlukan. Sehingga, pemanfaatan fitur smart city secara maksimal dapat menempatkan kota-kota di Indonesia sejajar dengan kota-kota di negara maju. Penelitian ini menghasilkan 8 fitur yaitu smart energy, smart infrastructure, smart people, smart health, smart mobility, smart goverment, smart education, smart technolgy. Masing-masing fitur utama memiliki parameter dan keseluruhan parameter berjumlah 32. Dengan menggunakan skenario serious game resiko terhadap implementasi pembangunan dengan konsep smart city dimana pemain akan melakukan pembelajaran sebagai bekal untuk memahami konsep smart city secara utuh.

Indonesia is the largest archipelago country in the world to match the length of its coastline length of coastline of the continent. There are 90 cities in Indonesia, which consists ofsmall towns, cities, major cities and metropolis. The adoption of the concept of the smart city of developed countries directly will cause many of the constraints associated with the typical character of the territories and human resources are very different. The smart city concept in accordance with typical urban areas in Indonesia is very necessary. So, the utilization features maximum smart city can put cities in Indonesia on equal footing with cities in the developed countries. This research produce eight scenario features i.e., smart energy, smart infrastructure, smart people, smart health, smart mobility, smart government, smart education, smart technology. Each parameter has the main features and overall parameters amounted to 32. By using a serious game scenario the risk of potential losses can be minimized. This is because the player first takes learning through serious games as a provision to understand the concept of smart city as a whole.
