Abstract
Guna mengatasi neraca perdagangan Indonesia yang cenderung defisit, Pemerintah Indonesia
berupaya untuk mengambil beberapa insiatif termasuk untuk mengubah penggunaan
Incoterms dalam transaksi ekspor yang mayoritas menggunakan FOB (Free On Board)
menjadi CIF (Cost, Insurance and Freight) dan meningkatkan peran armada nasional. Tujuan
penelitian ini adalah membandingkan penggunaan FOB versus CIF dan memberikan
rekomendasi untuk meningkatkan peran armada nasional dalam rangka mendukung
penerapan kebijakan CIF untuk ekspor CPO Indonesia. Studi kasus pada analisis
perbandingan FOB dan CIF adalah ekspor CPO dari Pelabuhan Selabak, Kalimantan Selatan
menuju Pelabuhan Klang, Malaysia dengan kapal chemical tanker 2,952 DWT dengan
payload 2,686 ton CPO. Penelitian menunjukkan bahwa dengan menggunakan FOB
menghasilkan freight sebesar 26 US$/ton dan biaya total sebesar 648.79 US$/ton. Sedangkan,
terms CIF menghasilkan freight sebesar 27.93 US$/ton dan biaya total sebesar 650.73
US$/ton. Pada studi kasus ini, hasil biaya total pada FOB lebih rendah daripada CIF karena
perbedaan freight sebesar 7% atau 1.94 US$/ton. Mengenai peran armada nasional, penelitian
menunjukkan bahwa dalam rangka meningkatkan peran armada dalam melayani ekspor CPO
dari Indonesia ke negera importir CPO terbesar (India, Belanda, Singapura, Italia, Malaysia)
dibutuhkan kapal baru (15 kapal berukuran 15,000 DWT, 10 kapal berukuran 23,000 DWT, 1
kapak berukuran 15,000 DWT, 5 kapal berukuran 20,000 DWT dan 4 kapal berukuran 2,952
DWT)
=============================================================================================In order to address Indonesia’s trade balance deficit and to increase the role of national fleets,
the government of Indonesia intended to take several initiatives included to change the use of
Incoterms in export transactions from the major terms under FOB (Free On Board) to CIF
(Cost, Insurance and Freight). The objectives of this research was to compare the use of CIF
term vs. FOB term for Crude Palm Oil (CPO) exports from Indonesia and to provide
recommendations on how to increase the role of national fleets in order to support the
implementation of CIF term. The subject of the comparative analysis of FOB and CIF terms
was the route of CPO exports from Port Selabak, South Kalimantan to Port Klang, Malaysia
by using chemical tanker with capacity of 2,952 DWT and total payload of 2,686 tons of
CPO. The results showed that by using FOB terms, the freight gained 26 US$/tons and the
total cost reached 648.79 US$/tons. Moreover, by using CIF terms, the freight was obtained
by 27.93 US$/tons and the total cost by 650.73 US$/tons. The conclusion was that the usage
of FOB term costed lower by 7% or 1.94 US$/tons compared to CIF term. Regarding role of
Indonesia national fleets, the results presented that in order to increase their role in CPO
shipments from Indonesia to the biggest Indonesian CPO importing countries (India, the
Netherlands, Singapore, Italy and Malaysia), Indonesia needed to build new ships (15 ships
with size of 15,000 DWT, ten ships with size of 23,000 DWT, one ship with size of 15,000
DWT, five ships with size of 20,000 DWT and four ships with size of 2,952 DWT)
