Abstract
Ditengah gempuran produk dari luar negeri dan kompetisi sengit produk
dalam negeri, berada diposisi Usaha Mikro Kecil dan Menengah (UMKM)
menjadi tantangan tersendiri baik bagi pelaku usaha maupun pemerintah. UMKM
dituntut untuk mandiri sehingga mampu meningkatkan daya saing demi bertahan
hidup. Salah satu sentra industri yang masih giat bergelut didunia persaingan sejak
tahun 1980-an adalah Sentra Industri Logam Ngingas yang berada di Sidoarjo,
Jawa Timur. Berdasarkan hasil penilaian instrumen kemandirian UKM yang
dilakukan pada 10 UMKM, hanya terdapat 1 UMKM yang memenuhi syarat
kemandirian. Pada penelitian ini akan dirumuskan strategi bisnis, manufaktur, dan
startegi pendukung jangka pendek dan panjang. Selain itu exit strategy juga
disusun sebagai langkah antisipasi dalam menangani kondisi terburuk. Perumusan
dilakukan menggunakan metode SWOT dengan menggabungkan faktor eksternal
dan internal yang didapat dari instrumen penilaian kemandirian UKM berbasis
CIMOSA. Berdasarkan positioning, UMKM digolongkan dalam daya saing kuat
(strong) dan lemah (weak). UMKM yang berada dalam kelompok kuat memiliki
jenis strategi investasi, ekspansi pasar, pengurusan perijinan, pemanfaatan
teknologi informasi, perbaikan proses produksi, dan manajemen SDM. UMKM
dengan posisi lemah memiliki jenis strategi pembinaan, perijinan, pemanfaatan
teknologi informasi, manajemen SDM, ekspansi pasar, penguatan asosiasi, dan
pengembangan produk. Harapan kepada pemerintah baik Dinas Koperasi dan
UMKM Jawa Timur atau Pemerintah Kabupaten Sidoarjo adalah untuk
menciptkanan iklim bisnis yang sesuai dengan strategi yang telah disusun.

In the middle of battle between import products and domestic products,
being Small Medium Enterprise (SME) has challenged both owner and
government. SME are demanded to be independently grown to increase their
competitiveness. One of the industrial clusters that have been struggling since
1980 is Sentra Industri Logam Ngingas which is located in Sidoarjo, Jawa Timur.
Based on the result of the assessment instrument of independency of SMEs, it is
found that there is only one form 10 SME which is qualified to be called
independent. In this research, a business, manufacture, and support strategy will
be formulated as short term and long term strategy. Exit strategy will also be
formulated as precautions in handling the worst condition. The method used to
formulate the strategy is SWOT method by combining external factor and internal
factor derived from the CIMOSA based assessment instrument of independency of
SMEs. By positioning all the objects, generally SMEs in Sentra Industri Logam
Ngingas could be divided as two groups, strong and weak. Strong SMEs will have
kind of investment strategies, market expansion, necessary permits, information
and technology implementation, production process improvement, and human
resource management. On the other side, weak SMEs will have kind of coaching
strategies, licensing, utilization of information technology, human resources
management, market expansion, strengthening the association, and product
development. It is highly hoped that these strategies will be implemented by
UMKM in Sentra Industri Logam Ngingas with help from Dinas Koperasi dan
UMKM Jawa Timur or Pemerintah Kabupaten Sidoarjo.
