Abstract

Sustainable building atau green building atau bangunan hijau perlu diperhatikan karena sebuah bangunan memiliki emisi yang besar dan jangka waktu pakai yang panjang. Oleh karena itu muncul berbagai alat ukur atau rating tools untuk mengukur tingkat berkelanjutannya suatu bangunan. Greenship adalah alat ukur bangunan hijau yang dimiliki Indonesia dibawah Green Building Council of Indonesia (GBCI), terdiri dari 6 kriteria, 4 level sertifikasi, dan beberapa jenis aplikasi bangunan. Kota Surabaya sebagai kota terbesar kedua di Indonesia memiliki visi menuju green eco city, hal ini sulit terwujud karena belum ada sosialisasi, standar, dan panduan untuk masyarakat. Manajemen perubahan dibutuhkan untuk melakukan socio engineering terhadap masyarakat Kota Surabaya terhadap green building. tujuan dari perubahan yang dilakukan adalah implementasi konsep green building terhadap masyarakat Kota Surabaya. Manajemen perubahan yang disusun menggunakan model Change Acceleration Process (CAP) yang terdiri dari satu tahap persiapan dan tujuh tahapan model. Untuk mendukung proses perubahan dibuat sebuah tools atau instrumen yang akan digunakan sebagai ukuran penerapan green building pada tahap awareness (pengenalan). Pada penelitian ini dihasilkan sebuah instrumen yang memiliki 150 pertanyaan dengan 5 klasifikasi peringkat. Instrumen dibuat dengan melakukan pembobotan ulang bobot kriteria Greenship dengan metode Analytical Hierarchy Process (AHP). Skala pengisian instrumen menggunakan konsep Plan-Do-CheckAction (PDCA). Sifat instrumen yang self assessment diharapkan akan mempengaruhi peran serta masyarakat Surabaya sebagai kelompok yang berpotensi resisten terhadap perubahan. Rancangan instrumen telah di uji coba pada Gedung Bappeko Surabaya dan menghasilkan peringkat two star ( ). ======================================================================================================== Sustainable building or so-called green building needs to be highlighted as an important concerning issue because a building will be used in a long period and it might emit large scale of emissions. Therefore, along with the emergence of green building, the variety of rating tools is developed to measure the sustainability level of a building. Greenship is one of green building rating tools being used by Indonesia under the authority of Green Building Council of Indonesia (GBCI); it comprises six criteria, four certification levels, and many varieties of building application. Surabaya, which is the second biggest city in Indonesia, has a vision to be a green eco city. This vision is not successfully reached yet because of the absence of the socialization, standard, and guidance for society. The management of change is required to conduct a socio-engineering about green building to Surabaya Society. The purpose of this management of change is to implement the green building concept to the Surabaya Society. The management of change is developed using Change Acceleration Process (CAP) model, which consists of an one preparation phase and another seven phase. To support the change acceleration process, the rating tools or an instrument is developed and it will be used as the measurement of the green implementation in the awareness step. This research provides an instrument, which comprises 150 questions and 5 clasification levels. This instrument is arranged by giving a new weight over the weight of greenship criteria by using the Analytical Hierarchy Process (AHP) method. The admission degree of the instrument makes a use of Plan-Do-Check-Action (PDCA) concept. This instrument, which is a selfassessment instrument, is expected to be able to influence role of Surabaya society as potential community that is resistant to the changes.
