Abstract
Kecamatan Rungkut, kelurahan Wonorejo adalah kawasan yang terletak di pesisir timur kota Surabaya merupakan daerah konservasi yang memiliki potensi yang bisa menumbuhkan ekonomi masyarakat sekitar dengan tangkapan hasil laut serta pembudidayaan hasil laut seperti bandeng, udang dan kepiting dengan kegiatan usaha yang diidentifikasi seperti kegiatan usaha bandeng asap, bandeng sapit dan bandeng lempung, dengan berkembangnya kegiatan yang dilakukan tersebut hal ini dapat mempengaruhi pembangunan di sekitarnya. Akan tetapi terdapat penurunan pemanfaatan potensi hasil laut seperti alih fungsi pesisir yang dapat menurunkan produktifitas bahan baku yang berdampak pada kelangsungan UKM Kelurahan Wonorejo, pemasaran dari produksi hasil UKM terbatas yang sebagian besar dipasarkan di pasar swadaya yang dikelola oleh masyarakat sendiri dan. Berdasarkan hal ini maka perlu adanya strategi peningkatan ekonomi lokal di kawasan pesisir Kelurahan Wonorejo Kota Surabaya. Tujuan penelitian ini adalah untuk mendapat strategi pengembangan ekonomi lokal melalui tiga tahap analisis. Yaitu mengidentifikasi karakteristik pengembangan ekonomi lokal di Kelurahan Wonorejo dengan menggunakan analisis
crostabb, lalu menentukan faktor-faktor yang mendukung
dalam pengembangan ekonomi lokal di Kelurahan Wonorejo
dengan metode analisis delphi serta menentukan strategi yang
dapat mendukung pengembangan ekonomi lokal dengan
menggunakan analisis triangulasi.
Strategi pengembangan ekonomi lokal di Kecamatan
Rungkut, Kelurahan Wonorejo Kota Surabaya berdasarkan
faktor-faktor yang dapat mendukung dalam pengembangan
ekonomi lokal. Secara inti, strategi yang didapatkan antara
lain: memberikan pelatihan kepada nelayan dan pengusaha
hasil laut, mengoptimalkan peran pasar yang ada di
Kelurahan Wonorejo, memberdayakan kembali peran
koperasi, memperluasan jaringan pemasaran, tidak
menganjurkan untuk merencanakan infrastuktur menuju
daerah konservasi, mengoptimalkan media komunikasi dan
informasi untuk hasil olahan laut, pemberian modal yang
tidak hanya berbentuk modal seperti uang tetapi peralatan
produksi dan peralatan dalam mencari bahan baku untuk
keberlangsungan usaha pengolahan hasil laut.

Namely identifying the characteristics of local economic development in Sub Wonorejo using crostabb analysis and determine the factors that support the local economic development in Sub Wonorejo with Delphi analysis methods and to determine strategies that can support local
economic development by using triangulation analysis.
