Abstract

Security level adalah kualifikasi dari tingkatan risiko ancaman
keamanan akan terjadi atau akan dilakukan. Security level
ditentukan oleh negara pelabuhan yang meratifikasi ISPS Code
dan sulit untuk dilakukan self-scoring dikarenakan tidak
adanya acuan kriteria penilaian di dalam ISPS Code. Penelitian
ini bertujuan untuk mengembangkan bagaimana security level
dapat diketahui melalui media self-scoring dan apa saja kriteria
yang dibutuhkan untuk melakukan penilaian. Metode yang
digunakan untuk penentuan kriteria adalah penyusunan
hierarki permasalahan berdasarkan data-data yang
berhubungan. Didapat dua kelompok kriteria yaitu kriteria port
security dan vessel security. Kemudian dilakukan pembobotan
kriteria menggunakan pairwise matrix comparison method
untuk mengetahui nilai bobot penilaian setiap kriteria. Setelah
itu kriteria dibentuk ke dalam form penilaian dan diuji melalui
studi lapangan terhadap salah satu alternatif lokasi yaitu
Terminal Peti Kemas Internasional Surabaya. Didapat hasil
Terminal Peti Kemas Internasional Surabaya memiliki tingkat
security level 1 dan satu contoh kapal yang sedang bersandar
yaitu WARNOW BOATSWAIN memiliki tingkat security
level 1. Selain itu dilakukan identifikasi standar keamanan
melalui nilai preferensi responden dan diolah menggunakan
metode TOPSIS pada dua alternatif lokasi lain, yaitu Jamrud
Barat dan Jamrud Utara. Didapat hasil Terminal Peti Kemas Internasional Surabaya memiliki standar keamanan yang
paling tinggi diantara tiga alternatif lokasi

Security levels are the qualifications of the levels of risk of
security threats will occur or will do. Security level is
determined by the port state who ratify the ISPS Code and
difficult to do self-scoring assessment because there is no
reference in the ISPS Code. This research aims to develop how
the security level can be known through the self-scoring and
what criteria needed to make an assessment. The method used
for determining the criteria is developing a hierarchy of
problem based on the past record. There are two groups of
criteria, ie criteria for port security and vessel security. Then
weighting criteria performed by pairwise matrix comparison
method to determine the value of each criteria. After that the
result of the criteria formed into an assessment form and tested
through a field study on one of the alternative locations
determined: Terminal Peti Kemas Internasional Surabaya. The
results obtained that Terminal Peti Kemas Internasional has a
security level 1 grade and one example of that vessel was
leaning: Warnow Boatswain have a security level 1. In
addition, another two alternative location picked, Jamrud
Utara and Jamrud Barat, to be identified by each of the security
standard through respondents preference value and processed
using TOPSIS methods. The result obtained that Terminal Peti
Kemas Internasional Surabaya safety standards are the highest
among the three alternative locations.
