Abstract

Bangunan besar merupakan sebagian besar aset yang dimiliki oleh Institut Teknologi Sepuluh Nopember (ITS) dan berlokasi di kampus ITS yang belum terklasifikasi ke dalam pengelolaan yang baik. Untuk melakukan perbaikan dan memperhatikan standar bangunan yang ramah lingkungan, penelitian ini bertujuan untuk mengembangkan sebuah kerangka evaluasi berbasis kriteria standar bangunan hijau. Untuk itu, pertama-tama perlu dilakukan identifikasi kriteria bangunan hijau berdasarkan kriteria yang miliki oleh Green Building Council Indonesia (GBCI). Kedua, metode Delphi diusulkan untuk memunculkan pendapat dari berbagai responden. Berdasarkan hasil identifikasi atau kriteria kritis, Quality Function Deployment (QFD) dilakukan dengan masukan faktor energi dan lingkungan untuk mengembangkan respon teknis dalam House of Quality (HOQ). Berdasarkan model dan data yang ada, peneliti menghasilkan kesimpulan sebagai berikut: pemasangan kWh meter dan melakukan pencatatan rutin, membuat sistem terinetgrasi atau PLC (Programmable Logic Controller) dan ruang kontrol untuk memantau dan memonitoring penggunaan energi dan AC, membuat kebijakan mengenai audit air dan target penghematan energi.

Grand buildings which are mostly asset of Institut Teknologi Sepuluh Nopember (ITS) and located in campus of ITS have not been yet classified as a good management manner. In order to improve and respect to environmentally building quality standart, this research concerns to develop an evaluation framework based on green building standart criteria. To do so, firstly it is important to identify criteria based on Green Building Council Indonesia (GBCI). Secondly, Delphi methods is proposed to eliciting opinion from various respondents. Based on identified or critical criteria, Quality Function Deployment (QFD) is developed in allowing energy and environmental dimentions as inputing factor to develop a technical respons based on house of quality. By using these models and based on data, the researcher concluded those are: installation of kWh meter and undertake regular recording, make an integrated system of Programmable Logic Controller (PLC) and control room to monitor the energy use and air conditioner, creating an audit policy on energy and energy savings target.
