Abstract

Unit Layanan Pengadaan atau disebut ULP merupakan salah satu lembaga yang berperan penting dalam upaya meningkatkan kualitas, efektifitas, dan efisiensi pengadaan barang dan jasa, dimana masalah tersebut dipandang sebagai proses pengambilan keputusan, dan menjadi inti kegiatan ULP. Terkait kondisi tersebut, maka tujuan penelitian ini adalah untuk merancang model pemilihan kontraktor secara sistematis agar dapat mengakomodasi kondisi dan keadaan dimana pemilihan kontraktor tidak hanya didasarkan atas harga penawaran melainkan juga untuk mendapatkan penilaian kualitas penawaran sesuai tujuan dan kebutuhan Pokja ULP. Rancangan model pemilihan kontraktor mengadopsi metode Multicriteria Decision Making (MCDM). Data diolah menggunakan Decision Making Trial and Evaluation Laboratory (DEMATEL), Analityc Network Process (ANP) dan Risk Assessement. Penentuan kriteria keputusan diperoleh melalui proses (Focus group decision) FGD dan menghasilkan lima kriteria keputusan yang mengacu regulasi PEPRES No 54/ 2010 yang diperbarui PEPRES No 70/ 2012. Data masukkan diperoleh melalui kuisioner oleh Tim evaluasi Pokja ULP. Rancangan model pemilihan kontraktor ini diaplikasikan pada proyek “Revitalisasi Pasar Ngemplak” milik ULP di wilayah Kabupaten Tulungagung. Hasil dari studi kasus ini menunjukkan bahwa model yang dikembangkan memberikan hasil penilaian sesuai dengan tujuan dan kondisi kebutuhan Pokja ULP, dimana setiap kriteria keputusan memiliki tingkat pengaruh dan bobot yang berbeda-beda, berdasarkan analisa DEMATEL menunjukkan subkriteria jumlah proyek sejenis paling banyak mempengaruhi subkriteria lain dengan nilai indeks 1,49, dan berdasarkan pembobotan dari ANP menunjukkan bahwa kriteria kemampan teknis memiliki bobot 43%, artinya aspek teknis lebih diprioritaskan dari pada aspek harga penawaran, sedangkan alternatif kontraktor yang terpilih, yaitu kontraktor B juga memiliki tingkat risiko terendah, yaitu 44,6. Hasil akhir keseluruhan analisa menunjukkan bahwa kontraktor B dipilih sebagai alternatif yang memiliki peringkat pertama dengan sekor 1,684, disusul oleh kontraktor A dengan sekor 1,213, dan yang terakhir adalah kontraktor

Related to these conditions, then the purpose of this study was to design a model of selecting the contractor systematically in order to accommodate the conditions and circumstances in which the contractor selection is not only based on the offer price, but also to get an assessment of quality according deals ULP Working Group goals and needs. Draft selection model contractor adopts the method of multicriteria Decision Making (MCDM). The data were processed using the Decision Making Trial and Evaluation Laboratory (DEMATEL), Analytic Network Process (ANP) and the Risk assessement. Determination of the decision criteria obtained through the process (Focus group decision) FGD and produced five decision criterion referring PEPRES regulation No. 54/2010 updated PEPRES No 70 / 2012. Entries obtained through questionnaires by the evaluation team ULP Working Group. The design of the contractor selection model is applied to the project "Market Revitalization Ngemplak" belongs ULP in the district of Tulungagung. The results of these case studies show that the model developed provides assessment results in accordance with the objectives and conditions need Working Group ULP, wherein each of the decision criteria have a level of influence and weight are different, based on the analysis DEMATEL show subcriteria number of similar projects mostly affect subcriteria others with the index value of 1.49, and based on the weighting of ANP indicates that the criteria of technical kemampan has a weight of 43%, meaning that the technical aspects take priority of the aspects of the bid price, while the alternative selected contractor, the contractor B that also have the lowest risk level, ie 44, 6. The final result of the overall analysis showed that contractors B selected as an alternative that has ranked first with scores 1.684, followed by contractor A with scores 1.213, and the latter is contracting C with scores 1.176, meaning that the winning bidder has the quality of deals not only take into account the Bid, but some other aspects related to the condition and the object of the project.
