Abstract
Bandar Udara Notohadinegoro merupakan bandara yang terletak di Kabupaten Jember yang dibangun oleh pemerintah daerah pada tahun 2001. Pada tahun 2008 Bandar Udara Notohadinegoro beroperasi melayani rute perjalanan Jember-Surabaya, Jember-Surabaya dalam dua bulan saja. Penerbangan rute ini dibuka lagi pada 16 Juli 2014. Penelitian ini bertujuan untuk menganalisis potensi beroperasinya bandara Notohadinegoro. Dalam penelitian ini dilakukan evaluasi terhadap banyaknya penumpang yang bertujuan ke Jember dengan melihat jumlah penumpang travel dan penumpang pesawat dari Jember. Untuk mengetahui potensi perpindahan tersebut, perlu di analisis karakteristik penumpang dan perjalanan penumpang. Hasil analisis karakteristik ini kemudian digabungkan dengan analisis penetuan nilai waktu. Untuk mengetahui keberlangsungan pesawat dilakukan analisis demand serta analisis reliability terhadap waktu perjalanan. Dari data penumpang diperoleh jumlah penumpang pesawat rata-rata mencapai 50 penumpang/hari yang merupakan 71% dari kapasitas pesawat. Nilai waktu bagi penumpang pesawat mencapai Rp. 8000/menit sedangkan nilai waktu penumpang travel mencapai Rp. 400/menit. Hasil analisis reliability menunjukkan Standart deviasi pada reliability penumpang pesawat 10,68 dan untuk penumpang travel 52,53. Dari hasil tersebut dapat disimpulkan bahwa demand pesawat rute Jember-Surabaya cukup tinggi dan dapat dijadikan alasan untuk pengoperasian bandar udara Notohadinegoro.

Notohadinegoro Airport is an airport located in Kabupaten Jember built by the local government in 2001. In 2008 the Notohadinegoro airport operated to serve Surabaya route for only two months. The routes re-opened again on 16 July 2014. This study aims to analyze the potential operation of the Notohadinegoro airport. This study conducted an evaluation on the number of passengers flight to Jember base on the number of passenger using travel (land transport) and air passenger from Jember. To determine the potential movement of air traveler, it is necessary to analize the characteristics of air passengers and passenger travel. Results of these characteristics are then combined with the determination of the time value analysis. To determine the sustainability of flight route Jember-Surabaya-Jember it is required to doanalysis on demand of air transport and reliability analysis. Base ondata passenger obtained, the number of passengers was reached an average of 50 passenger/day which is 71% of the capacity of the aircraft. The value of travel time for passenger aircraft reached Rp. 8000 / min while the value of the travel time of passengers is Rp. 400 / min. Reliability analysis results show Standard deviation at 10,68 and reliability of passenger aircraft for passenger travel 52,53. These results it can be concluded that these aircraft demand Jember-Surabaya is quite high and can be used as an excuse for operations Notohadinegoroairport.
