Abstract
Akses antar wilayah menggunakan jalur laut di Indonesia masih belum maksimal karena arus barang atau perdagangan di daerah timur kurang serta minimnya sarana dan infrastruktur pelabuhan, sehingga terjadi ketimpangan antara Kawasan Indonesia Barat dengan Kawasan Indonesia Timur. Kondisi ini membutuhkan Sistem Transportasi (Sistranas) dan Logistik Nasional (Sislognas) yang sesuai dengan kondisinya untuk mencapai konektivitas nasional dalam rangka Integritas Nasional. Penelitian ini bertujuan untuk mengetahui indeks konektivitas di wilayah Koridor Ekonomi Kepulauan Maluku dan Papua menggunakan metode degree connectivity yaitu tingkat konektivitas terhadap jumlah pelabuhan terhubung dan port accesibility index yang merupakan tingkat kapasitas yang dapat diproduksi oleh pelabuhan (TEUs/ton perhari). Menganalisis hubungan transportasi laut dengan perekonomian wilayah menggunakan metode Kausalitas Granger untuk mengetahui pengaruh variabel transportasi laut terhadap veriabel perekonomian wialayah dalam time lag tertentu. Kemudian meningkatkan konektivitas sesuai dengan hasil uji kausalitas masing-masing wilayah pelabuhan. Hasil perhitungan Indeks konektivitas menunjukkan Pelabuhan sorong memiliki konektivitas tertinggi yaitu 9 pada muatan container dan 18 pada muatan general cargo. Indeks aksesibilitas tertinggi yaitu Pelabuhan Jayapura (container) dan Pelabuhan Sorong (general cargo) dengan nilai indeks 1 (satu). Hasil uji kausalitas Granger menunjukkan “Transport Follow The Trade” di Provinsi Papua Barat dan Papua dengan probabilitas masing-masing 0.86 dan 0.27 pada muatan container, 0.50 dan 0.37 pada muatan general cargo. Konsep “Transport Promote The Trade” di Provinsi Maluku Utara dan Maluku dengan probabilitas masing-masing 0.65 dan 0.43 pada muatan container, 0.85 dan 0.52 pada muatan general cargo. Dengan laju PDRB (Produk Domestik Bruto) Provinsi Papua sebesar 3% pertahun, aksesibilitas muatan container di Pelabuhan Jayapura meningkat 1.6% menjadi 505 TEUs/hari, dan laju PDRB di Provinsi Maluku sebesar 5% pertahun aksesibilitas muatan general cargo di Pelabuhan Ambon meningkat 12% menjadi 752 ton/hari

Access between regions using sea transport in Indonesia is still not maximized due to the flow of goods or trade in the eastern region and the lack of facilities and port infrastructure which cause dissimilitude between the West Region of Indonesia and the East Region of Indonesia. This condition requires Transportation Systems (Sistranas) and the National Logistics (Sislognas) in accordance with the conditions to achieve national connectivity in the framework of the National Integrity. This study aims to determine the index of connectivity in the region of Maluku Islands Economic Corridor and Papua using the degree connectivity method which is the level of connectivity to the number of connected ports and the ports accessibility index that is the level of capacity that can be produced by the port (TEUs / tons per day). Analyzing the link between sea transport with the region's economy using the Granger Causality methods to determine the effect of marine transport variable against the variable of the region economy within a certain time lag. Then increase the connectivity in accordance with the results of causality test on each area of the port. The calculation result shows that sliding Piers has the highest connectivity which is 9 on cargo container and 18 on the charge of general cargo. The highest accessibility index is the Jayapura Port (container) and the Port of Sorong (general cargo) with the index value of 1 (one). Granger causality test results showed "Transport Follow The Trade" in West Papua and Papua with respective probabilities 0.86 and 0.27 in the cargo container, 0.50 and 0.37 on the charge of general cargo. The concept of "Transport Promote The Trade" in the province of North Maluku and Maluku with respective probabilities 0.65 and 0.43 in the cargo container, 0.85 and 0.52 on the charge of general cargo. With the pace of the GDP (Gross Domestic Product) in Papua Province by 3% per year, the accessibility of containerized cargo in the Port of Jayapura increase 1.6 % to 505TEUs/day, and the rate of the GDP in the province of Maluku by 5% per annum making the accessibility of general cargo in the port of Ambon increase 12% to be 752 tonnes/day.
