Abstract

Distribusi barang menuju timur pulau Jawa seperti Bali dan Lombok kian meningkat. Arus barang dari Jawa lebih banyak dari pada sebaliknya Saat ini telah tersedia rute kapal peti kemas yang melayani jalur tersebut. Oleh karena itu, penelitian ini membahas perbandingan biaya dan waktu pengiriman antara moda truk dan kapal peti kemas serta Biaya Eksternalnya. Biaya Eksternal/biaya tidak langsung terdiri dariInventory Carrying Cost atau biaya yang timbul akibat lamanya pengiriman, Biaya Emisi, Beban Biaya Subsidi, serta Beban Biaya Perawatan Jalan. Pengiriman dari Surabaya ke daerah bali dan lombok lebih murah dengan kapal peti kemas dengan biaya per ton Rp 327.245,- – Rp 375.500,- dan waktu pengiriman 57-68 jam. Untuk pengiriman dari Denpasar ke Jawa Timur akan lebih murah kapal ketika jarak tempuh ≥ 243 km dengan biaya per ton Rp 391.245,- dan waktu pengiriman 57-72 jam. Pengiriman dari Lombok Barat ke Jawa Timur akan selalu murah dengan kapal peti kemas dengan biaya per ton Rp 333.741,- – Rp 472.562,- dan waktu tempuh 112-127 jam. Sedangkan dengan truk hanya 24-54 jam. Untuk pengiriman Jawa Timur – Bali, jika Selisih dari Jarak Kota Asal ke Tujuan dan Jarak Kota ke pelabuhan (∆S) > 88 km, maka pengiriman dengan kapal peti kemas lebih murah. Jika ∆S <88 pengiriman dengan Truk Lebih Murah. Untuk Pengiriman antar Jawa Timur – Lombok selalu lebih murah Truk Peti kemas untuk semua daerah. Total biaya eksternal pada tahun 2025 yang ditimbulkan aktifitas pengiriman barang dengan truk yang terdiri dari (Biaya Subsidi, Biaya Emisi dan Biaya Perawatan Jalan) adalah 517,4 Miliar Rupiah ================================================================================================= Distribution of goods to the east of Java Island such as Bali and Lombok is increasing. However, distribution of goods to the Bali and Lombok dominated by land transport such as trucks. Currently it has provided container ships serving the route Bali and Lombok. However flow of cargo is dominated by cargo to the east, while crago flow from the east (Bali and Lombok) is less. With the availability of container ships that serve Bali and Lombok, this study discusses the comparison of costs and delivery time between modes trucks and container ships.In addition to cost and time, its also considered Explicit Cost or Indirect Costs such as Inventoty Carrying Cost (costs arising from the length of delivery), emission cost, cost of subsidies and cost of road maintenance. Delivery of goods from Surabaya to Bali and Lombok by container ship is cheaper than by truck with cost Rp 327.245,- Rp 375.500,- per ton with the delivery time about 57-68 hours , Delivery of goods from Denpasar to East Java by container ship is cheaper than by truck when the distance to destination less than 243 km. with cost Rp 391.245,- per ton with the delivery time about 57-68 hours. Delivery of goods from West Lombok to East Java by container ship is cheaper than by truck with cost Rp 333.741,- Rp 472.562,- the delivery time about 57-68 hours. Delivery of goods between all areas in East Java and Bali by container ship cheaper than by truck if difference between distance origin to destination and distance a place of origin/destination from port (∆S)>88 km. Delivery of goods between all areas in East Java and Bali always cheaper by container ship than by truck. Total external costs in 2025 caused by shipping goods by truck consisting of (emission cost, cost of subsidies and cost of road maintenance) is 517,4 Billion Rupiah
