Abstract
Pencemaran akibat tumpahan minyak mentah platform Montara yang terjadi di
pesisir Laut Timor pada Agustus 2009 mengakibatkan dampak yang signifikan
terhadap kehidupan masyarakat di sekitar daerah tumpahan. Kabupaten Kupang dan
Rote Ndao, Nusa Tenggara Timur, merupakan daerah yang terdekat dengan tempat
kejadian. Kerugian yang dialami Kabupaten ini sangat besar terutama untuk sektor
budidaya rumput laut, perikanan tangkap, dan pariwisata. Dalam penelitian ini akan
dilakukan perhitungan kerugian untuk ketiga sektor tersebut di wilayah terdampak.
Data yang dipakai untuk penelitian ini ialah data primer yang merupakan hasil survei
langsung ke lokasi dan data sekunder yang merupakan data dari Dinas Perikanan dan
Kelautan dan Badan Pusat Statistik Propinsi Nusa Tenggara Timur, serta Dinas
Pariwisata Seni dan Budaya, Nusa Tenggara Timur. Analisa bioekonomi yang
digunakan ialah analisa bioekonomi model Gordon-Schaefer dengan pendekatan
statis, serta analisa menggunakan metode Travel Cost Method atau pendekatan biaya
perjalanan untuk mencari nilai ekonomi yang hilang pada sektor pariwisata. Besar
total kerugian yang dialami pada tahun 2012 ialah untuk petani rumput laut sebesar
Rp 1,7 triliun, total kerugian yang dialami oleh nelayan ialah Rp 168 milyar, dan
nilai ekonomi yang hilang untuk sektor pariwisata ialah Rp 165 milyar.

Pollution due to oil spills that occur Montara platform in the Timor Sea coast in
August 2009 resulted in a significant impact on people's lives around the area of the
spill. Kupang and Rote Ndao regency, East Nusa Tenggara, is the region closest to
the scene. District losses are very large, especially for seaweed farming sector,
fisheries, and tourism. In this research will be calculated losses for the third sector
in the affected areas. The data used for this study is primary data which is directly to
the site survey and secondary data are data from the Department of Fisheries and
Marine Resources and the Central Bureau of Statistics of East Nusa Tenggara
province, as well as the Department of Tourism, Arts and Culture, East Nusa
Tenggara. The analysis used is the analysis bioekonomi bioekonomi Gordon-
Schaefer model of a static approach, and the analysis using Travel Cost Method or
approach the cost of travel to find the lost economic value in the tourism sector.
Large total losses in 2012 was for seaweed farmers amounting to Rp 1.7 trillion, the
total losses suffered by fishermen is Rp 168 billion, and lost economic value to the
tourism sector is to Rp 165 billion.
