Abstract
Terminal Nilam Timur salah satu terminal Domestic handalan
pelabuhan Tanjung Perak. Terminal Nilam atau Terminal
Multipurpose ini berada di arah barat dari arah pelabuhan ujung.
Sampai saat ini rata-rata kedatangan kapal per bulannya mencapai 46
kapal dan jumlah produksi petikemas mencapai 21.567 box/bulan. PT.
Pelindo III berencana mengembangkan kapasitas Terminal Nilam
sebesar 20%. Untuk mengatasi kedatangan kapal yang cukup tinggi
yang nantinya akan menyebabkan terjadinya antrian kapal maka perlu
dilakukan evaluasi pengembangan infrastruktur dan fungsi Terminal.
Kemungkinan terjadinya antrian kapal disebabkan oleh lamanya waktu
bongkar muat karena minimnya alat yang digunakan, dan kurangnya
area Container yard. Maka dari itu tugas akhir ini bertujuan
memodelkan proses bongka rmuat di terminal tersebut dengan bantuan
software simulasi. Dan membuat beberapa solusi alternative untuk
mengurangi waiting time dan antrian kapal.
Metode perencanaan pengembangan terminal petikemas ini
dibahas dan disimulasikan dengan menggunakan metode simulasi.
Pertama membuat model awal yang berfungsi sebagai model referensi.
Data Inputan yang di pakai dalam simulasi ini diambil di Terminal
Nilam. Data yang diambil meliputi data kedatangan kapal, data jumlah
produksi, lay out dermaga, fasilitas bongkar muat dan kapasitasnya,
jumlah truk pengangkut, luas area Container yard dan kapasitasnya.
Kemudian melakukan verifikasi model awal apakah sudah sesuai untuk
mewakili sistem bongkar muat dengan keadaan sebenarnya. Jika model
awal sudah dapat berjalan pada simulator dengan baik, selanjutnya
membuat beberapa model sesuai dengan variasi penambahan fasilitas
bongkar muat yang sudah direncanakan. Variasi yang diberikan meliputi penambahan Container Crane, penambahan truk, penambahan area
Container yard, dan mengatur waktu pengambilan Container dari yard
untuk dibawa keluar terminal.
Dari penulisan Tugas Akhir ini, diperoleh alternatif yang
terbaik untuk mengurangi antrian kapal di terminal nilam yaitu dengan
menambah jumlah alat bongkar muat petikemas Container Crane(CC)
1 unit, Rubber Tyred Gantry (RTG) 1 unit dan menambah area
Container yard seluas 0.4 Ha. Alternatif ini dapat menurunkan waktu
antrian mencapai 20 jam dari model referensi

East Nilam terminal is one of Domestic terminal port of
Tanjung Perak. Nilam terminal or Multipurpose Terminal is located at
the west end of the harbor. Until now, the average ship arrivals per
month to reach 46 ships and total production reached 21 567 container
box / month. PT. Pelindo III plans to expand capacity by 20% Terminal
Nilam. To cope with the arrival of the vessel high enough that would
cause the vessel queue is necessary to evaluate the development of
infrastructure and terminal functions. The possibility of the ship queue
caused by the length of time loading and unloading because the lack of
tools that are used, and the lack of Container yard area. Therefore this
paper aims to model the process of loading and unloading at the
terminal with the help of simulation software. And made some
alternative solutions to reduce the waiting time and queues ship.
Container terminal development planning methods are
discussed and simulated using simulation methods. First step is to create
the initial model that serves as a reference model. Input data which is
use for the simulation is taken at Terminal Nilam. The data includes
captured ship arrivals, data on the number of production, lay out the
docks, loading and unloading facilities and capacity, the number of
trucks, container yard area and capacity. Then the next steps is to verify
the initial model that already in line to represent the loading and
unloading system with the real situation. If the initial model is able to
run on the simulator well, then make several models according to
variations in the addition of loading and unloading facilities are already
planned. Variations provided include the addition of container cranes,
truck additions, additional container yard area, and set the capture time
from the container yard to carry out the terminal.
From the writing of this paper, we obtained the best alternative
to reduce queues ship terminal patchouli is to increase the number of
loading and unloading equipment container ie Container Crane (CC) 1
unit, Rubber Tyred Gantry (RTG) 1 unit and add area Container yard
area of 0.4 Ha. These alternatives can reduce the queuing time up to 20
hours from the reference model
