Abstract

Kota Batu memiliki potensi pariwisata yang besar, yaitu wisata alam, wisata budaya dan wisata minat khusus. Namun dalam pengelolaan kawasan wisata Kecamatan Batu tersebut terdapat permasalahan yang harusnya dibenahi dari berbagai aspek. Adapun kondisi yang ada Kecamatan Batu memiliki banyak obyek wisata, akan tetapi beberapa obyek wisata sudah mulai mengalami penurunan. Ditambah lagi kondisi kawasan wisata dikota belum tertata secara terpadu dan cenderung berdiri sendiri-sendiri. Dengan kondisi sarana dan prasarana infrastruktur yang belum tertata dan sudah tidak memadahi pula pada saat-saat tertentu kondisi kawasan wisata Kecamatan Batu mengalami kemacetan dan kesemerawutan menuju obyek-obyek wisata yang ada. Dengan kondisi demikian diharapkan adanya konsep yang dapat memecahkan permasalahan di Kecamatan Batu, konsep pengembangan wisata terpadu ini diharapkan dapat memecahkan permasalahan di Kecamatan Batu. Pendekatan yang akan digunakan adalah paradigm rasionalistik dengan jenis penelitian kualitatif deskriptif eksploratif. Analisis yang dilakukan adalah analisis eksploratif dalam bentuk analisa Delphi dan didapatkan variabel-variabel Kawasan Obyek dan Daya Tarik Wisata (ODTW) berserta sarana dan prasarana penunjangnya; dari varibel tersebut dilakukan identifikasi jenis kegiatan ODTW di Kecamatan Batu; dari identifikasi obyek daya tarik wisata di Kecamatan Batu adalah ODTW buatan; ODTW buatan yang utama berdasarkan presepsi dari masyarakat wisatawan adalah Alun-Alun Kota Batu, Jatim Park I dan Taman Tirta Nirwana Songgoriti. Dari faktor-faktor yang didapatkan maka dilakukan analisa deskriptif maka dilanjutkan dengan metode triangulasi adapun hasilnya adalah terumuskannya konsep pengembangan kawasan wisata di Kecamatan Batu dalam bentuk konsep makro dan konsep mikro yang sesuai dengan membetuk zona pengembangan kawasan pariwisata terpadu, antara lain zona utama, zona pendukung dan zona penyangga; sedangkan untuk membentuk jalur keterhubungan antar zona dan obyek daya tarik wisata ini rute wisata; penataan sarana dan prasarana kawasan wisata dan aksebilitas kawasan wisata. Untuk Konsep Makro adalah Zona Utama adalah Taman Alun-Alun Kota Batu, Zona Pendukung adalah Jatim Park I dan taman Tirta Nirwana Songgoriti, Zona Penyangga adalah keberadaan akesbilitas dan pendukung aksesbilitas seperti jaringan jalan menuju Kecamatan Batu, perlu adanya pengembangan angkutan wisata dan rute wisata, dan perlu adanya dukungan antar stakeholder. Untuk Konsep mikro dari ODTW Potensial dan ODTW yang lain menjadi pendukung kegiatan ODTW Potensial.

Batu City has a great tourism potential , namely nature , culture and special interest tours. But in the management of the tourist area of Batu district there are problems that should be addressed from various aspects. As for the existing conditions Batu subdistrict has many attractions, but some attractions have started to decline. Plus the conditions of the tourist area of the city has not been organized in an integrated and tends to stand on their own. With the condition of facilities and infrastructure which lacks order and is not enough also at certain times of the condition of the tourist area of Batu district experiencing congestion and complicated towards tourism objects that exist. In such conditions the concept is expected to solve the problems in the district of Batu , the concept of integrated tourism development is expected to solve the problems in the district of Batu . The approach that will be used is the rationalistic paradigm with descriptive exploratory qualitative research . Analysis is conducted exploratory analyzes in the form of analysis Delphi and obtained variables Object Region and Attractions (ODTW) along with supporting facilities and infrastructure; of these variables to identify the types of activities ODTW in Batu district; of object identification tourist attraction in the district is ODTW artificial Batu district; ODTW main artificial perception of community based rating is Alun-Alun Batu City, East Java Park I and Taman Tirta Nirwana Songgoriti. Of the factors that got it done descriptive analysis then continued with a method of triangulation while the outcome is determined the concept of the development of tourism in the district of Batu in draft form macro and the concept of micro-corresponding to set up a development zone area of integrated tourism, among others, the main zone, zone support and buffer zones; whereas to establish lines of connectivity between the zones and objects of this tourist attraction travel route; arrangement of infrastructure and accessibility of the tourist area tourist areas. For Concept Macro is the Main Zone is Taman Alun-Alun Kota Batu, Zone Support is Jatim Park I and Park Tirta Nirwana Songgoriti, the Buffer Zone is where accessibility and supporter of accessibility such as road networks to the District Stone, the need for the development of tourist transport and tourist routes, and the need for support among stakeholders.
