Abstract

Sistem Design and Build (DB) merupakan alternatif sistem pelaksanaan proyek yang dianggap dapat menjawab kelemahan sistem Tradisional. Direktorat Jenderal Bina Marga mulai banyak menggunakan sistem DB, terutama dalam upaya percepatan pembangunan infrastruktur jalan dan efisiensi pengadaan barang dan jasa. Beberapa penelitian menunjukkan bahwa kinerja proyek yang menggunakan sistem DB lebih baik dibandingkan dengan proyek yang menggunakan sistem Tradisional dalam hal biaya, waktu, dan mutu. Namun di sisi lain, penggunaan sistem DB juga memiliki permasalahan-permasalahan tersendiri dalam pelaksanaannya yang menyebabkan kinerja proyek tidak optimal. Untuk itu, perlu dilakukan analisis kinerja dan memberikan langkah-langkah perbaikan yang diperlukan untuk meningkatkan kinerja proyek DB.
Pada penelitian ini dilakukan penyusunan indikator kinerja proyek DB melalui studi literatur dan wawancara. Pengukuran kinerja proyek DB dilakukan melalui survei menggunakan kuesioner. Berdasarkan hasil pengukuran kinerja dilakukan identifikasi permasalahan-permasalahan yang menyebabkan kurangnya kinerja proyek DB melalui wawancara dan metode Fault Tree Analysis (FTA), serta Method for Obtaining Cut Set (MOCUS). Selanjutnya ditentukan perbaikan-perbaikan yang perlu dilakukan untuk meningkatkan kinerja proyek DB dan dilakukan verifikasi Pakar.
Hasil penelitian menunjukkan bahwa indikator kinerja tahap desain mayoritas mendapatkan penilaian yang rendah dibandingkan indikator kinerja tahap konstruksi dan indikator kinerja keseluruhan proyek, dimana masing-masing mendapatkan nilai buruk (3 dan 3,19), cukup (3,62 dan 3,76) dan baik (4,14). Langkah perbaikan yang dapat dilakukan untuk meningkatkan kinerja proyek DB di Direktorat Jenderal Bina Marga yaitu terkait waktu yang disediakan untuk menyiapkan dokumen penawaran, proses pembebasan lahan, pedoman penyusunan Ketentuan Pengguna Jasa dan basic design, penekanan kewajiban survei saat penyusunan dokumen penawaran teknis dan saat tahap pelaksanaan, keterlibatan Konsultan Manajemen Konstruksi sejak persiapan pengadaan sampai dengan serah terima pekerjaan, koordinasi dengan stakeholder terkait, dan pemutakhiran basic design.

Design and Build system (DB) is an alternative project delivery system that is considered to be able to overcome the weaknesses of the Traditional system. The DB system recently begins to be widely used in The Directorate General of Highways, especially in order to accelerate the development of road infrastructure and the efficiency of goods and services procurement. Several studies have shown that project performance using a DB system is better compared to projects using a Traditional system in terms of cost, time, and quality. But on the other hand, the use of DB systems also has its own problems in implementation that cause project performance is not optimal. Thus, It is necessary to conduct a performance analysis and provide the corrective steps needed to improve the performance of the DB project.
In this study, the DB project performance indicators were generated through literature studies and interviews. The DB project performance measurement was carried out through surveys using a questionnaire. Based on the results of these performance measurements, identification of the problems that caused the lack of DB project performance was done through interviews, the Fault Tree Analysis (FTA) method, and the Method for Obtaining Cut Set (MOCUS). Furthermore, improvements needed to improve DB project performance were determined through expert verification.
The results show that the majority of the design stage performance indicators received lower ratings compared to the construction stage performance indicators and overall project performance indicators, where each scored poorly (3 and 3.19), sufficient (3.62 and 3.76) and good (4.14). Steps that can be taken to improve the performance of DB projects in the Directorate General of Highways are related to the time available to prepare bid documents, land acquisition process, guidelines for preparing Owner’s requirements and basic design, emphasizing survey and investigation requirement when preparing technical bidding documents and during stages implementation, the involvement of the Construction Management Consultant from the preparation of procurement to the handover of the work, coordination with relevant stakeholders, and updating of basic design.
