Abstract
Lahan parkir motor merupakan salah satu fasilitas yang disediakan oleh Departemen Teknik Informatika di Institut Teknologi Sepuluh Nopember, Surabaya. Saat ini, proses masuk keluar lahan parkir hanya mengandalkan tenaga penjaga parkir yang aktif mulai pagi hingga sore hari di hari aktif kuliah. Diluar jam tersebut, mahasiswa maupun pengunjung kampus dapat meminjam kunci sendiri di lab-lab yang ada di Departemen Teknik Informatika ITS. Namun, adakalanya kejadian tidak menyenangkan terjadi seperti kehilangan sepeda motor, pencurian helm, dan masih banyak lagi. Hal ini disebabkan oleh kurangnya penjagaan di area lahan parkir pada saat diluar jam aktif kuliah.
Dalam Tugas Akhir ini dirancang sebuah sistem informasi parkir yang mengimplementasikan automatic license plate recognition berbasis CCTV serta menggunakan kartu identitas dengan studi kasus lahan parkir motor Departemen Teknik Informatika ITS. Aplikasi ini dijalankan dalam aplikasi web yang mencatat keluar-masuknya pengguna lahan parkir beserta dengan data nomor plat dan nomor kartu identitasnya. Saat pengguna akan keluar dari lahan parkir, data masuk dan keluarnya akan dibandingkan. Apabila sama, maka pengguna dapat keluar dari area parkir. Jika tidak, maka palang parkir tidak akan terbuka dan pengguna harus meminta penjaga parkir untuk membukakan, dimana penjaga parkir akan memverifikasi secara manual data masuk dan keluar pengendara. Implementasi sistem informasi parkir TC ini diharapkan dapat mengatasi kemungkinan terjadinya kemalingan dan kehilangan motor di area lahan parkir Departemen Teknik Informatika ITS.
Tugas Akhir ini berhasil mengimplementasikan sebuah aplikasi yang dapat mencatat data keluar-masuk pengguna lahan parkir menggunakan automatic license plate recognition dan kartu identitas.

Motorcycle parking lot is one of the facilities provided by Department of Informatics at Institut Teknologi Sepuluh Nopember. Today, the in and out process rely on the gatekeepers who are only active during work hours on active days of collage. Outside of those hours, parking lot users can borrow the parking gate key from the labs available in the department. However, sometimes unpleasant events occur such as the loss of a motorcycle, theft of a helmet, and much more. These things happens due to lack of guarding in the parking lot outside of work hours.
In this Final Project, a parking information system that implements automatic license plate recognition using CCTV and identity card is built with a case study of motorcycle parking lot at the Department of Informatics of ITS. This application is run in a web application which record the in and out process of parking lot users including their vehicle license plate and their identity number. When the user are going to get out of the lot, their entry data and exit data are compared. If it’s the same, they can get out of the lot. If it’s not, the gate won’t open and the user have to ask the gatekeeper or the app administrator to open the gate, where the gatekeeper or administrator will verify the entry and exit data manually. This app implementation is expected to be the solution of the problem mentioned above.
This Final Project successfully implemented an application that can be used to record the in and out process of parking lot entry using CCTV-based automatic license plate recognition and identity card.
