Abstract
Jalan tol Solo-Kertosono adalah bagian dari jalan tol Trans Jawa yang bertujuan untuk meningkatkan aksesibilitas dan kapasitas jaringan jalan yang melayani lalu lintas di koridor Trans Jawa sehingga mempermudah mobilitas barang dan jasa. Kabupaten Madiun merupakan salah satu daerah yang dilalui oleh jalan Tol Solo-Kertosono, dimana gerbang tol tersebut terletak di Kecamatan Madiun, Kabupaten Madiun. Pengembangan sektor transportasi mempunyai korelasi yang tinggi dengan pengembangan suatu wilayah yang berdampak pada perubahan tata guna lahan dan nilai lahan.
Penilitian ini menggunakan analisis spasial yaitu dengan melakukan overlay untuk 2 (dua) peta zona nilai tanah dan peta alih fungsi lahan untuk mendapatkan perubahan yang terjadi. Perubahan nilai tanah pada tahun 2019 yang cukup signifikan terjadi pada zona M5 sebesar Rp. 954.000,-/m2. Sedangkan zona dengan nilai terendah berada pada zona M9 sebeesar Rp. 25.000,-/m2. Pada tahun 2015 dan 2019 penggunaan lahan tertinggi digunakan untuk sawah, sedangkan terendah digunakan untuk daerah terbangun. Dan untuk perubahan alih fungsi lahan tertinggi terjadi dari sawah menjadi kebun campuran sebesar 577.576 m2, sedangkan perubahan terendah terjadi dari RTH menjadi badan air sebesar 310 m2. Analisis untuk perubahan alih fungsi lahan terhadap perubahan nilai tanah dapat disimpulkan bahwa perubahan alih fungsi lahan tidak secara langsung mempengaruhi perubahan/kenaikan nilai tanah. Namun, dari hasil penelitian ini perubahan nilai tanah yang sangat signifikan dipengaruhi oleh lokasi, serta tingkat kemudahan aksesibilitas.

The Solo-Kertosono highway is part of the Trans Java highway which aims to improve the accessibility and capacity of the road network that serves traffic in the Trans Java corridor to facilitate the mobility of goods and services. Madiun District is one of the areas that are traversed by Solo-Kertosono highway, where the gate of highway in Madiun District, Madiun Regency. The development of the transportation sector has a high correlation with the development of an area that affects land use change and land value.
This study uses spatial analysis by doing an overlay for 2 (two) land value zone maps and map over land function to get the changes going. The change in land value in 2019 is significant in the M5 zone of Rp.954,000, -/m2. While the zone with the lowest value is at the zone M9 of Rp.25,000, -/m2. In the years 2015 and 2019 the highest use of land was used for paddy fields, while the lowest was used for the awakened area. And for the changeover function of the highest land occurred from the rice field to a mixed garden of 577,576 m2, while the lowest change occurred from RTH to a water body of 310 m2. Analysis for change over land function to change of land value can be concluded that perumaterial over land function does not directly affect the change/increase of land value. However, from the results of this research a very significant land value change is influenced by location, as well as the level of ease of accessibility.
