Abstract

Fenomena urbanisasi menyebabkan peningkatan akan lahan permukiman dan kegiatan ekonomi lainnya. Hal ini mengakibatkan alih fungsi lahan non terbangun menjadi lahan terbangun. Sehingga berdampak pada keterbatasan lahan serapan air akhirnya terjadi genangan banjir ketika curah hujan ekstrim. Sebagian wilayah DAS Kedurus merupakan daerah rawan banjir dimana banjir selalu terjadi dengan kedalaman mencapai 1 meter. Padahal DAS Kedurus merupakan daerah yang memiliki fungsi vital bagi perkembangan perekonomian Kota Surabaya. Dari penelitian sebelumnya 3 instrumen tersebut dinyatakan efektif dalam mengurangi banjir. Sehingga tujuan dari penelitian adalah merumuskan konsep tata ruang untuk pengurangan banjir di Daerah Aliran Sungai Kedurus Dari.
Hasil yang didapatkan adalah pemodelan spasial banjir dengan kondisi eksisting menghasilkan luas genangan banjir seluas 228.83 Ha. Model tersebut divalidasi dengan RMSE dengan nilai 0.046 dan dinyatakan baik. Evaluasi kondisi rencana dari RDTRK Kota Surabaya 2018 dan Surabaya Management Drainage Plan 2018 dengan model yang sudah dibangun menghasilkan luas banjir seluas 226.41 Ha. Penerapan RDTRK dan SDMP Kota Surabaya cenderung tidak mengakomodasi pengurangan luas genangan banjir. Tahapan perumusan konsep tata ruang pengurangan banjir menghasilkan beberapa usulan yaitu alokasi RTH dari seluruh lahan asset pemerintah Kota Surabaya dan pemberian syarat maksimal 60% keterbangunan untuk alokasi ruang di lahan eksisting non terbangun. Selain itu diusulkan penurunan KDB Maksimal dari 5-15% sesuai penggunaan lahannya. Usulan untuk peningkatan kapasitas saluran dengan mendalamkan sebesar 25% dari kondisi eksisting. Kemudian dilibatkan istrumen pengurangan banjir berupa detention pond atau bosem. Penerapan rekomendasi tersebut berpotensi mengurangi luas genangan banjir sebesar 222.62 Ha atau 97.26%.

The phenomenon of urbanization is causing an increase in residential land and other economic activities. This resulted in the conversion of non-developed land into built-up land. So that the impact on the limitation of water absorption land eventually occurs inundation when extreme rainfall. Some parts of the Kedurus River Basin are flood-prone areas where flooding always occurs with a depth of up to 1 meter. Whereas Kedurus River Basin is an area that has a vital function for the economic development of the City of Surabaya. From previous studies, these 3 instruments were declared effective in reducing flooding. So the purpose of this research is to formulate a spatial concept for flood reduction in the Kedurus Dari River Basin.
The results obtained are spatial modeling of flooding with the existing conditions resulting in flood inundation area of 228.83 Ha. The model was validated with RMSE with a value of 0.046 and was declared good. The evaluation of the plan conditions of the 2018 Surabaya City RDTRK and the 2018 Surabaya Management Drainage Plan with the built model resulted in flood area of 226.41 Ha. The implementation of RDTRK and SDMP Surabaya City tends not to accommodate the reduction in the area of flood inundation. The stages of the formulation of the concept of spatial planning for flood reduction resulted in several proposals, namely the allocation of green space from all Surabaya City government land assets and the provision of a maximum 60% requirement for the allocation of space on existing non-built land. Besides that, it is recommended to reduce the maximum KDB from 5-15% according to the land use. Proposal to increase channel capacity by deepening by 25% of existing conditions. Then involved a flood reduction instrument in the form of detention pond or bosem. The adoption of these recommendations has the potential to reduce the area of flood inundation by 222.62 Ha or 97.26%.
