Abstract
Rumah susun sewa sederhana (Rusunawa) merupakan salah satu opsi hunian layak dan terjangkau untuk masyarakat berpenghasilan rendah (MBR) di Kota Surabaya. Setiap Rusunawa memiliki tipe pengelolaan yang beragam sesuai dengan karakteristik penghuni. Salah satu permasalahan yang terjadi dalam pengelolaan Rusunawa di Kota Surabaya adalah masalah kepatuhan penghuni dalam melakukan pembayaran iuran sewa Rusunawa. Iuran sewa Rusunawa merupakan salah satu sumber dana untuk kegiatan perawatan Rusunawa, sehingga ketidakpatuhan pembayaran iuran sewa dapat menggangu perawatan Rusunawa yang beresiko mempercepat degradasi kualitas kawasan Rusunawa. Penelitian ini bertujuan merumuskan strategi peningkatan kepatuhan membayar sewa berdasarkan tipologi Rusunawa. Penentuan tipologi Rusunawa dilakukan dengan mengelompokkan karakteristik pengelolaan Rusunawa yang ada di Kota Surabaya. Setelah itu dapat dilakukan penelusuran faktor penyebab kepatuhan membayar sewa tiap tipologi Rusunawa dengan teknik analisa Partial Least Square SEM (PLS SEM). Kota Surabaya memiliki dua tipologi Rusunawa yaitu, Rusunawa pekerja untuk masyarakat kalangan pekerja; dan Rusunawa strategi penataan permukiman kumuh untuk MBR umum dan masyarakat relokasi. Rusunawa pekerja memiliki kategori kepatuhan ‘sedikit tidak patuh’, hal tersebut dipengaruhi oleh pengetahuan penghuni mengenai pemanfaatan iuran sewa; dampak apabila tidak membayar sewa; penagihan sewa; dan pemberian sanksi apabila tidak membayar sewa. Rusunawa strategi penataan permukiman kumuh memiliki kategori kepatuhan ‘sedikit tidak patuh’ dan ‘tidak patuh’. Tingkat kepatuhan pada Rusunawa penataan ‘sedikit tidak patuh’ dipengaruhi oleh pengetahuan penghuni mengenai manfaat yang didapat setelah membayar sewa; dampak apabila tidak membayar sewa; pemenuhan harapan penghuni setelah membayar sewa; kesadaran penghuni mengenai pembayaran sewa; pelaksanaan penagihan sewa; dan pelaksanaan sanksi apabila tidak membayar. Sedangkan tingkat kepatuhan pada Rusunawa penataan ‘tidak patuh’ dipengaruhi oleh pengetahuan penghuni mengenai kewajiban membayar sewa; dampak apabila tidak membayar sewa; serta perlaksanaan sanksi apabila tidak membayar sewa

Low income rental flat is one of the decent and affordable housing options for low income people (MBR) in Surabaya. Each flat has various types of management according to the characteristics of the occupants. One of the problems that occur in the management of flats in the city of Surabaya is the problem of compliance of residents in making payments for rental fees for flat. Rental apartment fees are one source of funds for activities to care for flat, so that non-compliance with rental fee payments can interfere with the maintenance of flat, which risks accelerating the degradation of the quality of flat. This study aims to formulate a strategy to increase rent compliance based on typology of flat. Determination of the typology of flat is done by grouping the characteristics of the management of flat in the city of Surabaya. After that, it can be investigated the factors causing compliance to pay rent for each typology of flat using Partial Least Square SEM (PLS SEM) analysis techniques. Surabaya has two typologies of flat, namely, ‘worker’s flat’ for certain workers; and ‘flat for structuring slums’ for the low income society and relocation communities. The worker’s flat have a slightly non-compliant category, this is influenced by the knowledge of the occupants regarding the use of rent contribution; the impact of not paying rent; collection of leases; and sanction for not paying rent. Flat for structuring slums has the compliance category of ‘slightly non-compliant’ and ‘non-compliant. Flat for structuring slums (slightly non-compliant), is influenced by the knowledge of the occupants regarding the benefits obtained after paying rent; the impact if not paying rent, fulfillment of expectations after paying rent, awareness of rental payments, collection of leases, and sanction for not paying rent. Meanwhile, the caterogy of compliance of flat in the strategy for structuring slum (noncompliance), is influenced by the knowledge of the occupants regarding the obligation to pay rent, the impact obtained if they do not pay rent, as well as the sanctions for not paying rent.
