Abstract
Keberhasilan menyelesaikan proyek tepat waktu merupakan salah satu tujuan penting, baik bagi pemilik proyek maupun kontraktor. XYZ Group selaku induk beberapa perusahaan real estate, memiliki masalah dimana lebih dari 53% proyek perumahan yang dikerjakan kontraktor mengalami keterlambatan. Dampak dari keterlambatan antara lain penambahan waktu, penambahan biaya proyek, penyimpangan kualitas pekerjaan, perselisihan, dampak sosial yang negatif, arbitrase dan sumber daya yang tidak terpakai. Tujuan dari penelitian ini adalah mengidentifikasi dan menganalisis faktor-faktor yang diduga menyebabkan keterlambatan pada proyek perumahan menurut persepsi pemilik dan kontraktor serta menganalisis tindakan perbaikan untuk mengurangi keterlambatan proyek.
Penelitian dimulai dengan mencari faktor-faktor penyebab keterlambatan proyek dari literatur dan menyebar kuesioner pendahuluan kepada responden ahli. Kuesioner utama diberikan kepada responden penelitian, dilanjutkan analisis data dengan metode Relative Importance Index (RII). Kuesioner akhir dikirim kepada responden ahli untuk menanggapi tindakan perbaikan untuk meminimalkan keterlambatan proyek perumahan.
Dari studi literatur, ditemukan 48 faktor penyebab keterlambatan secara umum. Melalui kuesioner pendahuluan, terdapat pengurangan faktor sehingga mendapatkan 21 penyebab keterlambatan. Responden pada penelitian ini berjumlah 55 yang terdiri dari direktur teknik, pimpinan proyek, project engineer, quality control, logistik dan perencana proyek. Analisis data mendapatkan 5 faktor terbesar penyebab keterlambatan dari pemilik dan kontraktor. Didapatkan 21 tindakan perbaikan sebagai mitigasi risiko untuk meminimalkan keterlambatan proyek perumahan. Penyebab keterlambatan proyek dari sisi pemilik dan kontraktor adalah “Persetujuan gambar kerja yang lama oleh pemilik,” dan “Situasi atau kebijaksanaan politik/ekonomi pemerintah yang berubah.” Penyebab dari sisi pemilik adalah “Jumlah pekerja dari pihak kontraktor yang tidak sesuai,” “Permintaan perubahan atas pekerjaan yang telah selesai oleh pemilik,” dan “Kegagalan kontraktor menyelesaikan pekerjaan.” Penyebab keterlambatan proyek dari sisi kontraktor adalah “Lambatnya mobilisasi sumber daya yang diperlukan pihak kontraktor,” “Perubahan detail pekerjaan oleh pemilik,“ “Dilakukannya pekerjaan ulang terkait mutu dan hasil akhir oleh kontraktor.”

Completing a project on time is one of the important goals for both the project owner and the contractor. XYZ Group, the holding company for several real estate companies, has a problem where more than 53% of the housing projects undertaken by contractors are delayed. The impact of delays includes additional time, additional project costs, deviations in the quality of work, disputes, negative social impacts, arbitration, and unused resources. This study aims to identify and analyze the factors that are thought to cause delays in housing projects according to the perceptions of owners and contractors and to analyze corrective actions to reduce project delays.
The study begins by looking for factors that cause project delays from the literature and distributing preliminary questionnaires to expert respondents. The main questionnaire was given to research respondents, followed by data analysis using the Relative Importance Index (RII) method. A final questionnaire was sent to expert respondents to respond to corrective actions to minimize housing projects' delays.
From the literature study, it was found 48 factors causing delays in general. There was a reduction in factors through the preliminary questionnaire so that 21 causes of delay were found. In this study, respondents amounted to 55 consisting of technical directors, project leaders, project engineers, quality control, logistics, and project planners. Data analysis found the five biggest factors causing delays from owners and contractors. There were 21 corrective actions as risk mitigation to minimize delays in housing projects. Objectives of project delays from the owner and contractor are "Late issuing of approval of design documents by the owner," and "Changing government political/economic situation or policy." The cause of project delays from the owner is "Shortage of labor from the contractor," "Changes to work completed by the owner," and "Failure of the contractor to complete the work." Meanwhile, "Slow delivery of resources required by the contractor," "Changes in details by the owner," "Rework due to quality and final results by the contractor," is the cause of project delays from the contractor.
