Abstract

TPA Griyo Mulyo memiliki luas 28,62 Ha yang terdiri dari zona 1 seluas 8,49 Ha dengan kondisi telah penuh dan zona 2 seluas 5,89 Ha yang sedang dalam masa pembangunan. Indeks Risiko zona 1 TPA Griyo Mulyo sebesar 614,5 (2019) merekomendasi penutupan zona tersebut karena mencemari lingkungan dan menimbulkan masalah sosial. Penelitian ini bertujuan untuk mengkaji proses penutupan zona 1 TPA Griyo Mulyo yang terdiri dari kajian teknis penataan ulang kontur (rekonturing) zona 1, perencanaan sistem drainase, penanganan lindi dan gas serta menghitung biaya untuk pelaksanaan penutupan dan pemeliharaan pasca penutupan zona 1. Kajian kelembagaan dilakukan berdasarkan analisis kekuatan dan kelemahan UPTD TPA Griyo Mulyo sebagai operator serta menganalisis mengenai peluang dan ancaman yang dihadapi terutama pasca penutupan zona 1.
Aspek teknis dalam penelitian ini meliputi perhitungan stabilitas timbunan sampah menggunakan metode Bishop yang disederhanakan dan Program Plaxis. Perencanaan sistem drainase menggunakan analisis hidrologi dan hidrolika. Perhitungan debit lindi menggunakan perhitungan neraca air dengan metode Thornwaite. Perhitungan potensi timbulan gas dengan metode kurva segitiga (triangular method) pembentukan gas dari sampah yang terdegradasi cepat dan lambat. Aspek pembiayaan meliputi perhitungan biaya konstruksi penutupan zona 1 serta biaya pemeliharaan dan pemantauan pasca penutupan zona 1. Aspek kelembagaan dilakukan dengan menggunakan analisis SWOT.
Hasil penelitian ini merekomendasikan rekonturing dengan ketinggian sampah 15 meter membentuk terasiring di setiap ketinggian 5 meter. Debit lindi yang dihasilkan 5,8 m3/hari. Potensi produksi gas maksimum terjadi di tahun 2020 yaitu 36.637.324 m3, dan potensi gas yang dapat dikelola sampai dengan tahun 2035 sebesar 138.308.835 m3. Biaya konstruksi penutupan zona 1 berdasarkan dua peraturan yang berlaku seperti Peraturan Menteri PU No. 3 Tahun 2013 yaitu Rp 61.742.730.000 dan Badan Perlindungan Lingkungan Amerika Serikat yaitu Rp 47.237.835.000. Biaya pemeliharaan dan pemantauan pasca penutupan senilai Rp 102.648.700 per tahun. Strategi kelembagaan UPTD TPA Griyo Mulyo berupa persiapan kebutuhan anggaran untuk merekrut tenaga pengelola lingkungan dan operator, menyediakan dana pemeliharaan dan operasional pasca penutupan Zona 1, membangun fasilitas baru seperti instalasi pengolahan lindi dan hanggar pemilahan untuk zona 2.

Griyo Mulyo landfill has an area of 28.62 hectares consist of zone 1 covering an area of 8.49 hectares with full conditions and zone 2 covering an area of 5.89 hectares under construction. The Risk Index assessment in zone 1 of the Griyo Mulyo landfill was assessed with a result of 614.5 (2019) with recommended to be closed immediately because it pollutes the environment and causes social problems. The purpose of this study is to recommend the closure of Griyo Mulyo landfill Zone 1 consist of a technical study of zone 1 landfill recontouring, drainage planning systems, treatment of leachate, control of landfill gas and to estimate costs for the closure implementation and maintenance after closure landfill of Zone 1. The institutional study is based on analyzing the strengths and weaknesses of the UPTD Griyo Mulyo Landfill as an operator and analyzing the opportunities and threats faced by UPTD.
The technical aspects in this study include analysis of the stability in landfill using the Simplified Bishop Method and Plaxis Program. Drainage planning system using hydrological and hydraulic analysis. Leachate discharge calculation uses water balance with Thornwaite method. Calculation of gas generation potential by the triangular method with rapidly biodegradable waste and slowly biodegradable waste. The financing aspects include the construction cost calculation from landfill closure and post-closure maintenance and monitoring cost calculation. Institutional aspects using SWOT analysis.
The results of this study recommended recontouring zone 1 with a height of 15 meters and the terrace at a height of 5 meters. Leachate discharge produced is 0.067 liters/second or 5.8 m3 / day. The potential maximum gas production in 2020 about 36,637,324 m3, and the potential gas that can be managed up to 2035 is 138,308,835 m3. Construction cost for closure Zone 1 based on applicable regulations, for the Minister of Public Works Regulation No. 3 of 2013 amounting to Rp. 61,742,730,000 and for the United States Environmental Protection Agency amounting to Rp. 47,237,835,000. The cost of maintenance and recovery post-closure is Rp 102,648,700. The institutional strategy of the UPTD Griyo Mulyo landfill is to prepare budget requirements to recruit environmental management and operators, provide maintenance and operational funds after Zone 1 closure, build new facilities such as a leachate treatment plant and sorting plant for zone 2.
