Abstract
Pencemaran lingkungan yang terjadi di Surabaya tidak terlepas dari kegiatan-kegiatan usaha yang membuang air limbahnya secara sembarangan, salah satunya kegiatan pencucian mobil. Kegiatan-kegiatan usaha ini kebanyakan belum memiliki instalasi pengolahan air limbah (IPAL) sendiri untuk mengolah air limbahnya. Padahal kegiatan usaha pencucian mobil air limbahnya lebih didominasi dengan surfaktan dan minyak yang jika dibuang langsung ke badan air akan menurunkan kualitas air dan menyebabkan penurunan kemampuan self purification pada badan air tersebut. Kegiatan usaha pencucian mobil belum memiliki IPAL biasanya dikarenakan biaya yang tidak murah dan tidak menguntungkan bagi usaha mereka. Maka untuk menjawab permasalahan tersebut maka dipilih alternatif IPAL yang dapat mengolah air limbah hasil pencucian mobil menjadi air bersih yang dapat digunakan kembali untuk pencucian mobil. Dengan demikian, usaha pencucian mobil ini dapat tertarik untuk memiliki IPAL. Selain itu dalam perencanaan ini dirancang juga detail engineering design (DED) IPAL, lalu menghitung Rancangan Anggaran Biaya (RAB) IPAL dan nilai Investasinya.
Tahap perencanaan dimulai dari studi literatur, pengumpulan data primer dan sekunder, lalu analisis data yang diperoleh, pemilihan dan penetapan alternatif unit IPAL, perhitungan IPAL, penggambaran detail engineering design (DED) IPAL, serta penyusunan bill of quantity (BOQ) dan RAB dan menghitung nilai investasi IPAL.
IPAL yang direncanakan yaitu menggunakan oil trap, bak ekualisasi, upflow anaerobic filter (UAF), activated carbon, dan bak pengumpul. Dimensi dari unit oil trap, bak ekualisasi, UAF (dua kompartemen), bak activated carbon, dan bak pengumpul berturut-turut yaitu sebesar 0,8 m x 0,4 m x 0,8 m; 2 m x 1 m x 1 m; 2,4 m x 1,2 m x 1 m; 0,5m x 0,5 m x 1,2 m; 2 m x 1 m x 1 m. Sedangkan biaya yang diperlukan untuk pembangunan IPAL ini yaitu sebesar Rp. 10.294.450. Selanjutnya pada perhitungan nilai investasi IPAL, diketahui Break Even Point (BEP) terjadi pada bulan ke-28 sejak awal didirikannya IPAL.

Environmental pollution that occurs in Surabaya is inseparable from business activities that dispose of waste water carelessly, one of them is car washing bussiness. Most of these business activities do not yet have their own wastewater treatment plants (WWTP) to treat their waste. The car washing activities wastewater are more dominated by surfactants and oil which, if discharged directly into river, will reduce water quality and decrease the ability of river to do self purification. The car wash bussiness usually doesn’t have the WWTP because they think it expensive and nonprofit for their bussiness. To answer that problem, we need the right decicision for choosing the right unit of WWTP that can process the wastewater into clean water that reusable for car washing. So the owner of this bussiness can interest to build WWTP for their bussiness activity. Furthermore, for this planning, we also design the DED, then calculate the budget plan and the investation value.
The planning stages started from collecting the primary and seccondary data, then analyze the data, chosing the right alternative of WWTP units, the calculation of WWTP, drawing the detail engineering design of WWTP, then calculate the bill of quantity (BOQ) and budget plan, and calculate the investation value.
WWTP is planned to use oil trap, equalization tanks, upflow anaerobic filters (UAF), activated carbon, and collecting tanks. The dimension of the oil trap unit, the equalization tank, UAF (two compartments), the activated carbon tank, and the collecting rank respectively were 0.8 m x 0.4 m x 0.8 m; 2 m x 1m x 1 m; 2.4 m x 1.2 m x 1 m; 0.5m x 0.5 m x 1.2 m; 2m x 1m x 1m. While the costs required for the construction of this WWTP is Rp. 10.294.450. Then, in calculating of the investment value of WWTP, it is known that Break Even Point (BEP) occurred on 28th month since the beginning of the WWTP establishment.
