Abstract

Transformasi penggunaan telekomunikasi dari voice & SMS menjadi berbasis data, menuntut akan kebutuhan kualitas jaringan telekomunikasi yang baik. Universitas Airlangga merupakan salah satu kampus terbesar di Indonesia dengan populasi yang tinggi dan membutuhkan kualitas sinyal yang baik untuk mendudukung aktivitas pendidikan. Pemerintah Kota Surabaya mengatur pengendalian menara telekomunikasi mengenai tingggi menara, kebutuhan lahan, estetika dan penggunaan menara bersama. Solusi untuk perbaikan kualitas jaringan telekomunikasi tersebut menggunakan konsep Outdoor Distributed Antenna System (ODAS) yang dikenal dengan Base Transceiver Station Hotel (BTSH) dengan menggunakan konfirgurasi A Multiple-Carrier Multiple-Technology (MCMT). Perusahaan XYZ Tower Provider akan merancang alternatif proyek infrastruktur telekomunikasi BSTH dengan model MCMT, dasar pembuatan rancangan dengan pengukuran Signal Strength & Signal Quality. Hal ini untuk mengestimasi jumlah menara, penentuan lokasi BTSH dan jalur kabel serat optik. Analisis perencanaan waktu optimal dengan Critical Path Metode (CPM), dari aspek keuangan dilakukan analisis kelayakan investasi dengan metode NPV & IRR. Kemudian dalam pemilihan rancangan BTS Hotel dengan mempertimbangan bobot kriteria menggunakan metode Analytical Hierarchy Process (AHP). Hasil yang didapatkan berdasarkan bahwa rancangan alternatif P1 nilai NPV sebesar Rp. 2,383 M dengan IRR 18,7%, alternatif P2 nilai NPV Rp. 2,387 M dengan IRR 17,7%, dan alternatif 3 nilai NPV Rp. 1,886 M dengan IRR 15,5%, hal ini menunjukkan ketiga rancangan alternatif layak dari segi finansial. Untuk analisis sensitivitas, alternatif P1 memiliki rentan lebih aman pada kelayakannya, ketika terjadi perubahan parameter investasinya, sedangkan alternatif P3 memiliki rentan tertinggi menjadi tidak layak ketika terjadi perubahan parameter khususnya pada penurunan jumlah penyewa sebesar 15% dan peningkatan nilai investasi sebesar 20%. Pemilihan rancangan alternatif proyek berdasarkan AHP adalah rancangan alternatif P1 dengan nilai 0.391 dengan durasi pengerjaan proyek selama 137 hari, alternatif P3 berada diposisi nomor 2 dengan nilai 0.377 dengan durasi pengerjaan proyek selama 157 hari, bobot kriteria revenue mendapatkan nilai tertinggi sebesar 0.482 yang didapat alternative P3, sedangkan alternatif P1 mendapat bobot lebih besar dalam 3 kriteria yang lain Capex 0.249, Opex 0.193 & time schedule 0.077. ============================================================================ Telecommunication transformation from voice and SMS to data-based telecommunication demands the need for better network quality. Universitas Airlangga is one of the largest universities in Indonesia with a high population and requires a good signal quality to support educational activities. The Surabaya City Government regulates the control of telecommunications towers regarding tower height, land requirements, aesthetics, and shared tower. The solution for improving the quality of the telecommunications network is using the concept of Outdoor Distributed Antenna System (ODAS), which is known as Base Transceiver Station Hotel (BTSH) with configuration A Multiple-Carrier Multiple-Technology (MCMT). XYZ Tower Provider Company will design an alternative BTSH telecommunication infrastructure project with the MCMT model. The basic design of this model is measurement the Signal Strength & Signal Quality. The signal strength and quality are to estimate the number of towers and determine the BTSH and fiber optic cable lines. Then an analysis of optimal time planning is with Critical Path Method (CPM), from the financial aspect, an investment feasibility analysis is carried out using the method NPV & IRR. Then, the BTS Hotel design selection is by considering the criteria weights using the method Analytical Hierarchy Process (AHP). The results obtained are based on the alternative design of P1 with the NPV value of IDR 2,383 billion and an IRR of 18,7%; alternative P2 has NPV value of IDR 2,387 billion and an IRR of 17,7%; the last alternative 3 offers NPV value of IDR 1,886 billion with an IRR of 15,5%. These results show that all three alternatives designs are financially feasible. For the sensitivity analysis, alternative P1 has a safer susceptibility to its feasibility, when the investment parameter changes. In contrast, P3 alternative has the highest susceptibility to being unfit when there is a change in parameters, especially in the decrease in the number of tenants by 15% and an increase in investment value by 20%. The selection of alternative project designs based on AHP is an alternative design of P1 with a value of 0,391 with a duration of 137 days of project work. Alternative P3 is in position number 2 with a value of 0,377 with the duration of the project for 157 days, the weight of the revenue criteria gets the highest value of 0,482 obtained by alternative P3, while the alternative P1 gets higher weight in the other three criteria Capex 0,249, OPEX 0,193 and schedule 0,077.
