Abstract
Salah satu bentuk komitmen Pemerintah Indonesia dalam mewujudkan kota inklusif yang dicetuskan oleh PBB dalam Covention on the Right of Person with Disabilities (Konvensi tentang Hak-Hak Penyandang Disabilitas) tahun 2006 yakni menyelenggarakan fasilitas pendidikan tinggi ramah disabilitas yang tertera dalam Permenristekdikti No 44 tahun 2015. Salah satu kota yang menginisiasi kriteria kota inklusif adalah Surabaya. Hal ini dapat dilihat dengan adanya beberapa perguruan tinggi yang menerima mahasiswa penyandang disabilitas. Mengingat bahwa belum ada kriteria kampus yang sesuai dengan kebutuhan mahasiswa disabilitas (tunanetra) di Surabaya maka perlu dilakukan penelitian untuk mengetahui kriteria kampus inklusif yang baik. Penelitian ini memiliki tujuan untuk merumuskan kriteria kampus ramah disabilitas (tunanetra) yakni Universitas Airlangga yang saat ini memiliki jumlah populasi mahasiswa tunanetra yang paling banyak di Kota Surabaya.
Penelitian ini terdiri dari dua tahapan. Tahapan yang pertama yakni mengidentifikasi persepsi stakeholder terhadap kampus ramah disabilitas dengan menggunakan metode content analysis. Kemudian dilanjutkan dengan merumuskan kriteria kampus ramah disabilitas dengan metode deskriptif kualitatif yang menggabungkan kondisi eksisting, pendapat ahli, kebijakan pemerintah, teori atau best practice.
Penelitian ini menunjukkan bahwa mahasiswa disabilitas tunanetra, membutuhkan kampus yang dapat memenuhi prinsip kegunaan, kemudahan, kenyamanan, kemandirian, dan kelembagaan. Kriteria pada kampus ramah disabilitas meliputi aktivitas akademik; aktivitas non-akademik; interaksi sosial; sarana prasarana pembelajaran; sarana prasarana manajemen; sarana prasarana penunjang; desain; kondisi sosial; aksesibilitas fisik; aksesibilitas informasi; kelembagaan kampus; peran pemerintah. Kemudian kriteria yang didapat dibuatkan atribut penjelas agar mudah dipahami ketika dilakukan implemetasi di Universitas Airlangga. ========================================================
One of the commitment of Indonesia goverment on creating inclusive city that stated in Covention on the Right of Person with Disabilities held by UN back in 2006 is estabilishing disabled-friendly college as stated in The Regulation of Higher Education Ministry Number 44, 2015. One of the city that initiates to conduct the criteria of inclusive city is Surabaya. Thus, it can be seen in several colleges that accept disabled-students. Since there is no criteria of disabled-friendly campus yet considering on characteristic of students with disabilities (blind and low vision) in Surabaya, this paper aimed for determining the criteria of disabled-friendly campus in Airlangga University, which known for having the biggest number of blind and low vision student population.
This research consists of two steps. The first step is identifying experts’ perception toward disabled-friendly campus using content analysis method. The second is determining the criteria of disabled-friendly campus using qualitative descriptive method which combines existing condition, experts’s perception, regulation, theory and best practice.
This research showed that disabled-students need a campus that can fulfill the principles of usefulness, easiness, cosiness, independency, and institutionals’ support. The criteria of disabled-friendly campus are academic activity, non-academic activity, social interaction, academic infrastructures, management infrastructure, supporting infrastructure, physical design, social support, physical accessibility, information accessibility, committee’s support, and goverment’s support. Then these criteria being analyzed to construct its explanatories atribut, so that the criteria will be easier to be implemented in Airlangga University
