Abstract

Koridor Jalan Trunojoyo terletak di Kawasan Perkotaan Kabupaten Pamekasan dan merupakan salah satu koridor yang sedang mengalami perubahan guna lahan kearah jenis kegiatan perdagangan dan jasa. Hal tersebut akan berpotensi menimbulkan dampak pada pertambahan jumlah lalu lintas pada Jalan Trunojoyo, dan dengan kapasitas jalan yang tetap, maka akan terjadi penurunan pelayanan jalan serta kinerja Jalan Trunojoyo. Penelitian ini bertujuan untuk merumuskan arahan jenis kegiatan berdasarkan tingkat pelayanan jalan di Koridor Jalan Trunojoyo, Kabupaten Pamekasan. Studi ini dilakukan dengan empat sasaran yaitu menentukan tingkat pelayanan jalan, menilai besaran bangkitan lalu lintas kegiatan, menentukan pengaruh bangkitan lalu lintas kegiatan terhadap tingkat pelayanan jalan, serta merumuskan arahan jenis kegiatan terhadap tingkat pelayanan jalan di Koridor Jalan Trunojoyo, Kabupaten Pamekasan. Metode analisis yang digunakan diantaranya metode perhitungan LOS, analisis perhitungan besaran bangkitan kegiatan, analisis pengaruh bangkitan kegiatan terhadap tingkat pelayanan jalan, dan metode simulasi-komparasi kegiatan berdasarkan peraturan zonasi. Berdasarkan hasil pengaruh bangkitan lalu lintas kegiatan terhadap intensitas pelayanan jalan pada segmen 1 memiliki nilai sebesar 0,83 yang melebihi nilai intensitas pelayanan jalan ideal (0,8) dan dari hasil perhitungan simulasi justru melebihi nilai intensitas pelayanan jalan pada kondisi eksisting (0,83). Dari hasil tersebut, sangat sulit untuk lahan/bangunan kosong dan perumahan dapat dirubah dan dikembangkan menjadi kegiatan perdagangan dan jasa yang diizinkan. Sedangkan hasil pengaruh bangkitan lalu lintas kegiatan terhadap intensitas pelayanan jalan pada segmen 2 memiliki nilai sebesar 0,69 dan segmen 3 sebesar 0,53. Kedua segmen tersebut memiliki hasil perhitungan simulasi yang masih dibawah intensitas pelayanan jalan ideal (0,8), sehingga lahan/bangunan kosong dan perumahan pada kedua segmen tersebut masih dapat dirubah dan dikembangkan menjadi kegiatan perdagangan dan jasa yang diizinkan seperti pertokoan, pertokoan lokal, dan bisnis/jasa lainnya. ================================================================================================================== Trunojoyo Road Corridor is located in urban area in Pamekasan Regency and is one of the corridors that its land use gradually changes to commercial/service activities. This will potentially have impact on increasing traffic, then reducing road’s level of service and performance. The purpose of this research is to formulate the recommendation of activities type conducted to level of service in Trunojoyo Road Corridor, Pamekasan Regency. There are four stages in this research, (1) determining the level of road services; (2) assessing the trip generation activities; (3) determining the impact of trip generation activities towards the level of road services; and (4) formulating the direction of the type of activities towards the level of road services in Trunojoyo Road Corridor. The method of analysis used is LOS measurement method, analysis of trip generation activities, analysis of the impact of trip generation activities towards the level of road services, and simulation-comparison method of activities based on zoning regulation. The result shows that the influence of trip generation activities on the road’s level of service in segment 1 has a value of 0.83 that exceeds the ideal value (0.8). Based on trip generation simulation, it can conclude that the effect of some activities precisely exceeds the existing condition (0.83). Consequently, it is very difficult for vacant land/buildings and housing to be changed and developed into permitted commercial/service activities. Meanwhile, the influence of trip generation on level of service in segment 2 has a value of 0.69 and in segment 3 of 0.53. Both segments result in level of service that is still below the ideal value by simulating trip generation, so that vacant land/buildings and housing in both segments can be changed and developed into permitted commercial/service activities such as stores, local stores, and other business/service activities in future.
