Abstract
Penelitian ini membahas permasalahan strategis yang dihadapi oleh
produsen semen yang memiliki pangsa pasar terbesar di Indonesia setelah
mengakuisisi pesaing. Permasalahan strategis ini meliputi penentuan alokasi
fasilitas produksi yang tepat untuk melayani suatu area permintaan, keputusan
untuk tetap mengoperasikan dan atau menghentikan operasi fasilitas grinding plant
dan atau packing plant, penentuan jumlah clinker yang dikirim dari pabrik semen
terintegrasi ke grinding plant, penentuan jumlah cement bulk yang dikirim dari
pabrik semen terintegrasi ke packing plant dan penentuan jumlah produksi semen
di masing-masing fasilitas produksi. Penelitian ini dilakukan dengan tujuan
merancang jaringan rantai pasok untuk meminimalkan total biaya tahunan dalam
memenuhi permintaan semen di semua area pemasaran di Indonesia. Jaringan rantai
pasokan dimodelkan secara matematis dan solusi optimal diselesaikan dengan
menggunakan metode Mixed Integer Linear Programming (MILP) dengan
mempertimbangkan biaya tetap infrastruktur fasilitas, biaya produksi clinker,
semen curah dan semen dalam kantong serta biaya transportasi. Hasil penelitian
memberikan rekomendasi bahwa dalam situasi pasar yang oversupply saat ini untuk
menutup 21 dari 31 unit packing plant dan 2 dari 3 unit grinding plant serta alokasi
distribusi material (clinker, semen curah dan semen dalam kantong) antar fasilitas
produksi dan zona market. Tingkat utilisasi diperoleh sebesar 76,6% dari total
kapasitas integrated cement plant yang dimiliki setelah akuisisi.

This study addresses a supply chain network design by considering
company acquisition. This issue encountered by the largest market share cement
manufacturer in Indonesia, which is PT Semen Indonesia (Persero) Tbk. This
problem consists of determining the right allocation of production facilities to serve
an area of demand, the decision to continue to operate or stop the operation of a
grinding plants and or packing plants, determining the number of clinkers sent from
the integrated cement plants to the grinding plants and the determination of the
amount of cement production in each production facility. This research was
conducted with the aim of designing the supply chain network in order to minimize
total annualized cost in meeting demand in all marketing areas in Indonesia. The
supply chain network is mathematically modelled and the optimal solution is solved
using the mixed integer linear programming (MILP) method by considering the
fixed costs of facility infrastructure, clinker and cement in bag and bulk unit
production and distribution costs. The results provide recommendation that in the
current oversupplied market situation to close 21 out of the 31 units of the packing
plant and 2 of 3 units of the grinding plant along with the allocation of each facility
with a utilization rate of 76.6% of the total capacity of integrated cement plant
owned after the acquisition.
