Abstract

PT XYZ sebagai salah satu produsen pupuk memiliki tugas dari pemerintah untuk melaksanakan distribusi dan pemasaran pupuk bersubsidi kepada petani sebagai bentuk pelaksanaan Public Service Obligation (PSO). Pupuk urea merupakan produk pupuk dengan jumlah permintaan tertinggi dan alokasi subsidi tertinggi. Pada proses rantai pasok pupuk urea bersubsidi ditemui berbagai risiko yang dapat memengaruhi aktivitas rantai pasok sehingga tidak dapat berjalan lancar. Pengelolaan risiko pada rantai pasok sangat diperlukan agar perusahaan dapat mengurangi dan mengatasi risiko rantai pasok serta memberikan respon terhadap risiko yang berpotensi terjadi. Kerangka penerapan manajemen risiko pada penelitian ini berdasarkan SNI ISO 31000:2011. Pada penelitian ini dilakukan penetapan konteks, pemetaan aktivitas rantai pasok, identifikasi risiko, penilaian risiko, evaluasi risiko, dan perumusan tindakan respon risiko. Metode yang digunakan yaitu House of Risk (HOR). Dari proses identifikasi risiko didapatkan 54 kejadian risiko dan 80 penyebab risiko yang menyebabkan kejadian risiko tersebut. Perhitungan dengan menggunakan HOR 1 menghasilkan nilai Aggregate Risk Potential (ARP) dan didapatkan 10 prioritas penyebab risiko. Penentuan prioritas risiko dilakukan dengan menggunakan diagram pareto dan diskusi dengan pihak PT XYZ. Dari hasil perumusan tindakan respon risiko, terdapat 19 tindakan respon risiko yang dirumuskan untuk mengatasi risiko rantai pasok pupuk urea bersubsidi di PT XYZ. Perhitungan menggunakan HOR 2 menghasilkan nilai effectiveness to difficulties ratio (ETD) dan didapatkan respon risiko dengan prioritas tinggi diantaranya melakukan maintenance secara berkala/preventive maintenance, membuat Standard Operating Procedure (SOP) untuk segala jenis kegiatan pengiriman, dan mengupdate software mesin untuk mendeteksi setiap kesalahan input command pada mesin. ======================================================== ======================================================== PT XYZ as one of the fertilizer producers has the task of the government to carry out the distribution and marketing of subsidized fertilizer to farmers as a form of Public Service Obligation (PSO). Urea is a fertilizer product with the highest amount of demand and the highest subsidy allocation. In the supply chain process of subsidized urea fertilizer, there are various risks that can affect supply chain activities so that they cannot run smoothly. Supply chain risk management is conducted to reduce and overcome supply chain risks and provide responses to potential risks. The framework for implementing risk management in this study is based on ISO 31000: 2011. This research is conducted by following stages, those are context establishment, mapping of supply chain activities, risk identification, risk assessment, risk evaluation, and formulation of risk response. The method used is the House of Risk (HOR). From the risk identification process, there were 54 risk events and 80 risk causes that caused the risk events. Calculations using HOR 1 generate Aggregate Risk Potential (ARP) values to determine risk priorities and get 10 priority risk causes.. The determination of risk priorities is carried out using a Pareto diagram and discussion with PT XYZ. From the results of the formulation of risk response measures, there are 19 risk response measures formulated to manage the supply chain risks of subsidized urea fertilizer in PT XYZ. Calculations using HOR 2 produce the value of effectiveness to difficulties ratio (ETD) and the risk response with the highest priority including preventive maintenance, establishing Standard Operating Procedures (SOP) for all types of shipping activities, and updating machine software to detect error input commands on the engine.
