Abstract

Perkembangan kota-kota besar di Indonesia berdampak pada peningkatan aksesibilitas kawasan. Meningkatkan aksesibilitas akan berdampak pada harga lahan perkotaan. Adanya pengembangan transit-oriented development stasiun LRT Jaticempaka merupakan bentuk dari peningkatan aksesibilitas kota. Pengembangan TOD tersebut berpotensi memberikan dampak kenaikan lahan di Kota Bekasi tiap tahunnya. Untuk itu perlu adanya model harga lahan untuk mengantisipasi adanya potensi kenaikan harga lahan melalui prediksi harga lahan.
Prediksi harga lahan dilakukan dengan pemodelan yang secara keseluruhan dijalankan melalui tiga tahap analisis (1) teknik analisis Delphi untuk mengidentifikasi faktor pengaruh harga lahan, (2) analisis regresi global (OLS) untuk menemukan model spasial harga lahan, dan (3) analisis regresi lokal (GWR) untuk mendapatkan prediksi harga lahan setelah lokasi TOD Jaticempaka beroperasi.
Tiap tahapan analisis menghasilkan luaran yang saling berkaitan. Dari hasil analisis Delphi, terdapat 12 faktor penentu harga lahan yang telah konsensus. Melalui analisis regresi global (OLS), didapatkan model matematis dengan konstanta 5040409.4821. Faktor yang berpengaruh positif dalam model adalah pusat kota, fasilitas perdagangan dan jasa, fasilitas peribadatan, jalur angkutan umum, jalan kolektor, dan kawasan perdagangan dan jasa. Faktor yang berpengaruh negatif adalah fasilitas pendidikan, fasilitas kesehatan, fasilitas pemerintahan, fasilitas transportasi, jalan arteri, dan kawasan permukiman. Dalam analisis regresi lokal (GWR), ditambahkan variabel prediksi lokasi TOD. Hasil prediksi menunjukkan adanya perubahan harga lahan pada titik sampel pengamatan harga lahan.

The development of big cities in Indonesia has an impact on increasing regional accessibility. Increasing accessibility will have an impact on urban land prices. The existence of a transit-oriented development of the Jaticempaka LRT station is a form of increasing city accessibility. The development of the TOD has the potential to have an impact on land increases in Bekasi City each year. Therefore, a land price model is needed to anticipate the potential increase in land prices through land price predictions.
Land price prediction is done by modelling which concluded as a three steps analysis. (1) Delphi analysis techniques for identification of land price factors, (2) global regression analysis (OLS) to find spatial models of land prices, and (3) local regression analysis (GWR) to get price predictions after the Jaticempaka TOD location is operated.
Each part of the analysis produces interrelated outcomes. From the results of the Delphi analysis, there are 12 determinants of land prices that has reach consensus state. Through global regression analysis (OLS), a mathematical model is obtained with a coefficient of 5040409.4821. Positive determinants in the model are the city center, trade and service facilities, worship facilities, public transport lines, collector roads, and trade and service areas. Negative determining factors are educational facilities, health facilities, government facilities, transportation facilities, arterial roads, and residential areas. In the local regression analysis (GWR), TOD location prediction variables are added. The prediction result shows that there is a change in land prices at the observation point of land prices.
