Abstract
Surabaya memiliki potensi gempa bumi dengan kekuatan 6,0-6,9 SR yang dapat disebabkan oleh Sesar Waru dan Sesar Surabaya. Infrastruktur penampungan merupakan tempat pelayanan dan pemenuhan kebutuhan sementara bagi para pengungsi. Tingkat kesiapan infrastruktur penampungan di Kota Surabaya masih rendah yakni 0-34%. Untuk meningkatkan kesiapan tersebut, maka diperlukan konsep penyediaan infrastruktur penampungan darurat.
Penelitian ini menggunakan pendekatan rasionalistik dan induktif serta merupakan penelitian kualitatif dengan teknik analisa Content Analysis dan triangulasi. Pengumpulan data menggunakan studi literatur, peraturan yang berlaku, dan juga wawancara dengan stakeholder terkait yang memahami tentang infrastruktur penampungan darurat gempa. Sasaran 1 menghasilkan kriteria penyediaan dalam penampungan darurat. Sasaran 2 merumuskan konsep yang dapat digunakan sebagai acuan penyediaan penampungan darurat.
Penelitian ini menghasilkan 19 kriteria dari keamanan penampungan darurat, kelayakan penampungan, dan pemulihan sosio psikologi pengungsi. Konsep yang dirumuskan terbagi pada fase mitigasi dan fase tanggap darurat. Pada fase mitigasi berfokus kepada penyelarasan peraturan, pemetaan dan penentuan alternatif lokasi, penyiapan pemenuhan kebutuhan dasar, dan juga sosialisasi kepada masyarakat dalam menghadapi gempa. Sedangkan, pada fase tanggap darurat berisi tentang operasi darurat seperti, perbaikan darurat, pemenuhan kebutuhan, dan penanganan korban dalam penampungan.

Surabaya has the potential for earthquakes with a magnitude of 6.0 to 6.9 SR which can be caused by the Waru Fault and the Surabaya Fault. A shelter infrastructure is a place for temporary services and fulfillment of the needs of refugees. The readiness level of the shelter infrastructure in the city of Surabaya is still low in the number of 0 to 34%. To increase this readiness, it is necessary to have the concept of providing infrastructure for emergency shelter.
This research uses a rationalistic and inductive approach, and part of qualitative research with Content Analysis and triangulation as its analytical technique. Data are gathered using several methods such as literature study, applicable regulation, and interview with the relevant stakeholder that has knowledge in regard to earthquake emergency shelters. 1st objective is to produce criteria in shelter providence. 2nd objective is to find a concept that is applicable as a reference of shelters providence.
This research resulted in 19 criteria from the safety of emergency shelters, eligibility of shelter, and socio-psychological recovery of refugees. The concept formulated is divided into the mitigation phase and the emergency response phase. In the mitigation phase, it focuses on harmonizing regulations, mapping and determining alternative locations, preparing for meeting basic needs, and also socializing the community in facing earthquakes. Meanwhile, the emergency response phase contains emergency operations such as emergency repairs, meeting needs, and handling victims in shelters.
