Abstract

Kota Surabaya memiliki potensi gempa bumi sebesar 6,5 SR. Namun, tingkat kesiapan infrastruktur kesehatan di Kota Surabaya masih rendah yaitu 0-34%. Ketidaksiapan infrastruktur kesehatan dapat meningkatkan jumlah korban jiwa. Penelitian ini diperlukan untuk merumuskan konsep penyediaan infrastruktur kesehatan pada masa tanggap darurat.
Penelitian ini adalah jenis penelitian kualitatif. Terdapat dua metode analisis dalam penelitian ini, yaitu content analysis dan triangulasi. Content analysis digunakan untuk mengidentifikasi kriteria-kriteria penyediaan infrastruktur kesehatan. Sementara triangulasi digunakan untuk merumuskan konsep penyediaan infrastruktur kesehatan.
Hasil penelitian ini yaitu terdapat 33 kriteria dalam penyediaan infrastruktur kesehatan. Dari kriteria-kriteria tersebut terbentuk konsep penyediaan infrastrukur kesehatan yang terbagi ke dalam 3 fase penanggulangan bencana: 1) Fase Mitigasi, 2) Fase Kesiapsiagaan, dan 3) Fase Tanggap Darurat. Pada fase mitigasi konsep yang dihasilkan berfokus pada pengadaan kebutuhan perbekalan kesehatan, peningkatan kompetensi tenaga kesehatan, dan pemetaan calon tempat perawatan darurat di lokasi bencana. Pada fase kesiapsiagaan, konsep yang dihasilkan berfokus pada koordinasi lintas sektor untuk aktivasi tempat perawatan darurat, sinkronisasi ketersediaan perlengkapan medis, dan pembentukan tim kesehatan. Sementara pada fase tanggap darurat, konsep yang dihasilkan berfokus pada mobilisasi perlengkapan medis dan tenaga kesehatan yang dibutuhkan serta pengoptimalan pelayanan kesehatan berdasarkan standar kesehatan.

However, the level of health infrastructure readiness in the city of Surabaya is still low, specifically 0-34%. The unpreparedness of health infrastructure can increase the number of fatalities. This research is necessitated to formulate the concept of providing health infrastructure during the emergency response period.
This research is a qualitative research type. There are two methods of analysis in this study, particularly content analysis and triangulation. Content analysis was utilized to identify criteria for providing health infrastructure. Meanwhile, triangulation was utilized to formulate the concept of providing health infrastructure.
The results of this study are 33 criteria in the provision of health infrastructure. From these criteria, the concept of providing health infrastructure was formed, divided into three disaster phases: 1) Mitigation Phase, 2) Preparedness Phase, and 3) Emergency Response Phase. In the mitigation phase, the resulting concept focuses on procuring medical supplies, increasing the competence of health workers, and mapping potential emergency care at the disaster site. In the preparedness phase, the resulting concept focuses on cross-sectoral coordination for activation of emergency care areas, synchronizing the availability of medical equipment, and establishing a health team. Meanwhile, in the emergency response phase, the resulting concept focuses on mobilizing the required medical equipment and health workers and optimizing health services based on health standards.
