Abstract
Penyediaan permukiman yang layak huni menjadi salah satu
rencana global yang dimuat dalam SDGs Goals 11 dan diamanatkan
dalam Undang-Undang Dasar Tahun 1945 Pasal 28H. Namun hal
tersebut menjadi permasalahan di kota-kota besar, dimana
masyarakat tidak dapat memenuhi kebutuhan bermukim sehingga
terpaksa tinggal atau memenuhi kawasan kurang layak, seperti yang
terjadi di Kelurahan Wonokusumo Kota Surabaya. Kelurahan
Wonokusumo termasuk Prioritas I dalam penanganan kumuh serta
menjadi kawasan kumuh terluas di Surabaya memiliki karakteristik
kawasan sangat padat. Hal tersebut mengakibatkan permasalahan
lingkungan, sosial dan ekonomi yang lebih besar. Permasalahan
tersebut meliputi tingginya kawasan tergenang banjir, penumpukkan
sampah, serta kurangnya ketersediaan lahan dengan keterbatasan
ekonomi membuat warga mengabaikan keamanan dan kelayakhunian
sesuai SDGs Goals 11. Sehingga, penanganan tidak hanya dilakukan
terhadap aspek fisik saja, melainkan harus terdapat penanganan
aspek non fisik sesuai tujuan pembangunan global khususnya SDGs
Goals 11. Maka perlu dirumuskan strategi peremajaan permukiman
kumuh sesuai karaktersitik fisik dan non fisik di Kelurahan
Wonokusumo.viii
Penelitian ini terdiri dari 3 tahapan, tahap pertama membahas
karakteristik permukiman kumuh yang dikelompokkan menjadi tiga
klaster berdasarkan kesamaan karakteristiknya. Karakeristik tersebut
didasari data-data sekunder yang ditunjang hasil kuisioner kepada
170 responden. Tahap kedua membahas arahan kebijakan terkait
permukiman kumuh Kelurahan Wonokusumo baik dari dokumen tata
ruang ataupun dokumen penanganan permukiman kumuh yang
menjadi peluang dalam bentuk support system terhadap perumusan
strategi peremajaan. Kemudian, pada tahap ketiga dilakukan
penyilangan matrik SWOT untuk mendapatkan strategi peremajaan
permukiman kumuh berdasarkan prinsip SDGs Goals 11.
Berdasarkan analisis yang telah dilakukan, didapatkan tiga
klaster kumuh di Kelurahan Wonokusumo berdasarkan kesamaan
karakteristiknya. Klaster I yang terdiri dari yang terdiri dari RW 7
pada RT 1, 2, 4, 5, 8, 11, kemudian RW 15 pada RT 2, 3, 4, 5 dan RW
6 RT 6 dapat dirumuskan menjadi 15 strategi. Klaster II yang terdiri
dari RW 7 pada RT 3, 6, 7, 9, 10, 12, 13, 14, 15, 16, 17, 19, 20, 22,
kemudian RW 6 pada RT 5 dapat dirumuskan 16 strategi. Sedangkan
Klaster III yang terdiri dari RW 7 RT 18 dan RT 21 dapat dirumuskan
16 strateg

The provision of adequate housing is one of the global plans
stated in Sustainable Development Goals 11 and mandated in the 1945
Constitution of The Republic of Indonesia. But that becomes a
problem in big cities, where the public cannot meet the needs of
settling, so they are forced to live in less decent areas such as those
that occur in Wonokusumo Surabaya. Wonokusumo being the first
priority in handling slums and being the widest slum area in Surabaya
has the characteristic of a very dense settlement. This makes some
problems in the environment, social and economy. These problems
such as flooded areas, rubbish heap, and lack of land availability with
economic limitations make the ignority of security and habitability
aspect according to SDGs Goals 11. Based on this, the prevention
should not only be done on physical aspects, rather there must be nonphysical aspects following SDGs Goals 11.So it is necessary to
formulate a strategy for slum renewal by the physical and non physical
characteristics in Wonokusumo.
This research consisted of 3 stages, the first stage was discussing
the characteristic of slum which are grouped into three clusters based
on similar characteristics. Those characteristics are based on
secondary data and supported by questionnaire results to 170
respondents. The second stage was discussing the policies related to
slum handling of Wonokusumo, both from spatial planning documentx
or the slum handling document that provide opportunities in the form
of a support system for the formulation of slum renewal
strategies.Then, in the third stage, the SWOT matrix is crossed to get
a slum renewal strategies based on SDGs Goals 11 principle.
The results of the study show that three clusters were obtained in
Wonokusumo based on similar characteristics. The first cluster
consists of RW 7 in RT RT 1, 2, 4, 5, 8, 11, then RW 15 in RT 2, 3, 4,
5 and RW 6 in RT 6 can be formulated into 15 strategies. The second
cluster consists of RW 7 in RT 3, 6, 7, 9, 10, 12, 13, 14, 15, 16, 17, 19,
20, 22, and RW 6 in RT 5 can be formulated into 16 strategies. While
the third cluster consists of RW 7 in RT 18 and RT 21 can be
formulated into 16 strategies
