Abstract
Bagi suatu perkotaan, ruang terbuka hijau (RTH) publik merupakan ruang alami yang sangat penting bagi suatu kota. RTH publik memiliki peran sebagai penanggulangan berbagai masalah lingkungan demi menjaga keseimbangan kualitas lingkungan hidup bagi masyarakat kota Bandung, terutama di subwilayah kota (SWK) Karees. SWK Karees merupakan bagian dari pusat pelayanan kota (PPK) Alun-Alun Bandung yang mendukung struktur hierarki pusat pelayanan kota Bandung. Berdasarkan RTRW Kota Bandung tahun 2011-2031, SWK Karees merupakan salah satu SWK di kota Bandung dengan luas RTH terkecil dibandingkan dengan SWK yang lainnya yaitu sebesar 26,77 ha. Selain itu, salah satu kecamatan di SWK Karees, yaitu Kecamatan Kiaracondong, merupakan kecamatan dengan luas RTH terkecil se-kota Bandung dengan luas RTH sebesar 0.18 ha. Hal ini disebabkan oleh beberapa faktor, salah satunya adalah jumlah penduduk yang tinggi menyebabkan permintaan pembangunan infrastruktur perkotaan yang tinggi namun tidak diimbangi dengan pembangunan RTH publik. Penilitian ini bertujuan untuk merumuskan keterkaitan faktor-faktor yang mempengaruhi ketersediaan RTH publik di SWK Karees, kota Bandung melalui dua tahap. Tahap pertama adalah mengkaji faktor-faktor yang mempengaruhi ketersediaan RTH publik di SWK Karees, kota Bandung menggunakan teknik analisis konten yang didapat dari proses hasil wawancara dengan stakeholders terpilih. Kemudian, tahap kedua adalah merumuskan keterkaitan faktor-faktor yang mempengaruhi ketersediaan RTH publik di SWK Karees, kota Bandung menggunakan analisis regresi linear berganda data panel dengan pendekatan fixed effect model (FEM). Pada penilitian ini, digunakan data panel dengan rentan waktu pada tahun 2014 – 2018.
Hasil yang didapat dari penelitian ini adalah faktor-faktor yang mempengaruhi ketersediaan RTH publik di SWK Karees, kota Bandung yaitu jumlah penduduk, industri, permukiman, fasilitas umum, perdagangan dan jasa, kepadatan bangunan, dan harga lahan. Sedangkan keterkaitan faktor-faktor yang mempengaruhi ketersediaan RTH publik di SWK Karees, kota Bandung adalah jumlah penduduk, kawasan industry, serta fasilitas umum.

Public green space is a natural space that has very important purpose for a city. Public green space has a role as a response to various environmental problems in order to maintain the balance of environmental quality for the society in Bandung, especially in sub-region of Karees. Sub-region of Karees is a part of Bandung City Service Center which supports the hierarchy structure of Bandung City Service Center. Based on the Bandung City Spacial Plan for 2011-2031, Karees is one of the sub-region in Bandung with the smallest amount of public green space compared to the other sub-region. Karees only has 26.77 ha of public green space. In addition, one of the sub-districts in Karees, named Kiaracondong, is the sub-districts with the smallest amount of public green space in Bandung. Kiaracondong only has 0.18 ha of public green space. It was caused by several factors, one of them is caused by high population causing high demand for urban infrastructure development but not balanced with the development of public green space.
This research aims to determine the related factors that affecting the availability of public green space in Karees, Bandung, through two phases. The first phase is to identify the factors that affecting the availability of public green space in Karees, Bandung using content analysis technique obtained from the results of interviews with selected stakeholders. And the second phase is formulating the related factors that affecting the availability of public green space in Karees, Bandung using multiple linear regression analysis of panel data with a fixed effect model (FEM) approach. Panel data with time vulnerable in 2014-2018 is used in this research.
The results obtained from this research are the factors that affecting the availability of public green space in Karees, Bandung. These factors are population, industrial areas, residences, public facilities, trade and services, building density, and land prices. Meanwhile, main factors that affecting the availability of public green space in Karees, Bandung are population, industrial areas, and public facilities.
