Abstract
Kebijakan penutupan Kawasan Eks Lokalisasi Dolly di
Kota Surabaya selain menimbulkan pro dan kontra juga
menimbulkan dampak terhadap aspek sosial dan ekonomi
masyarakatnya. Penurunan pendapatan masyarakat dan
munculnya pengangguran baru akibat hilangnya mata
pencaharian mereka yang bergantung pada aktivitas lokalisasi
merupakan dampak yang paling dirasakan masyarakat.
Pemerintah telah berupaya mengoptimalkan kawasan eks
lokalisasi Dolly menjadi kawasan perekonomian baru dengan
berbagai upaya dan program yang telah diberikan hingga saat ini.
Dalam hal ini upaya pengembangan kawasan sangat diperlukan
untuk menunjang terciptanya masyarakat dan kawasan Dolly yang
lebih mandiri dan berdaya saing. Namun upaya pemerintah
tersebut belum mempertimbangkan persepsi dan preferensi
masyarakat sebagai landasan partisipasinya dalam
pengembangan Kawasan Eks Lokalisasi Dolly. Oleh karena itu
mengidentifikasi persepsi dan preferensi masyarakat menjadi
sangat penting dilakukan, karena melalui persepsi dan preferensi
masyarakat akan memberikan gambaran yang jelas terhadap
perencanaan yang meletakkan masyarakat sebagai subyek dalam
pengembangan Kawasan Eks Lokalisasi Dolly.viii
Penelitian ini bertujuan untuk mengetahui bagaimana
persepsi dan preferensi masyarakat dalam pegembangan kawasan
eks lokalisasi Dolly. Tahapan penelitian terbagi menjadi 2 (dua)
bagian yaitu: pertama, mengkaji persepsi dan preferensi
masyarakat dalam pengembangan kawasan eks lokalisasi Dolly
menggunakan analisis skoring likert dan analisis statistik
deskriptif dan kedua merumuskan hubungan yang berpengaruh
antara persepsi dan preferensi masyarakat pasca penutupan
kawasan eks lokalisasi Dolly menggunakan analisis crosstab dan
analisis korelasi.
Berdasarkan hasil analisis terkait identifikasi persepsi dan
preferensi masyarakat didapatkan bahwa masyarakat Dolly
memiliki persepsi dengan interpretasi cukup terhadap
permasalahan sosial yang muncul dalam pengembangan kawasan
Dolly serta masyarakat memiliki persepsi dengan interpretasi
tinggi terhadap kebijakan penutupan dolly, dampak ekonomi yang
ditimbulkan pasca penutupan Dolly, dan dukungan masyarakat
terhadap pengembangan kawasan pasca penutupan Dolly. Untuk
preferensi, masyarakat Dolly cenderung lebih membutuhkan
program pelatihan keterampilan, transformasi kawasan Dolly
menjadi kawasan ekonomi mandiri, penyelenggaraan pelayanan
ekonomi dan terciptanya citra kawasan dolly yang semakin baik
dan positif. Hasil hubungan antara persepsi dan preferensi
masyarakat Dolly menujukkan bahwa persepsi masyarakat Dolly
memiliki hubungan terhadap preferensi masyarakat Dolly.

The closure policy of the Dolly ex-localization area in
Surabaya creates pros and cons. It also creates impacts against
social aspects and its social economy. The impact perceived by
society is the decreasing of society's income and the arising of new
unemployment. It is because they are losing their livelihood that
depends on the localization activity. The government has made
efforts to optimize the Dolly ex-localization area into a new
economic area with various efforts and programs that have been
given to date. In this case, the efforts to develop the area are
needed to support the creation of a more independent and
competitive community in the Dolly. However, the government
efforts have not considering society's perception and preference yet
as the foundation of participation in developing the Dolly exlocalization area. Therefore, identifying the society's perception
and preference becomes very important because it will clearly
describe the planning that put the society as the development
subject in the Dolly ex-localization area.
This study aimed to know how society's perception and
preference in post-closure of the Dolly localization area. The
research stages were divided into 2 (two) parts, first identified the
society's perception and preference in the post-closure of the Dollyx
ex-localization area using descriptive-statistical analysis. The
second identified the important relationship between the society’s
perception and preference in post-closure of the Dolly exlocalization area using crosstab and correlation analysis.
Based on the analysis related to identifying the society’s
perception and preference is obtained that society in Dolly had
enough perception and interpretation against social problems that
occur in the Dolly post-closure. They also had high perception and
interpretation against; the Dolly closure policy, the economic
impact of Dolly post-closure, and the society's support against the
development area. For preference, Dolly's society tended to need;
more skills training programs, transformation became a selfeconomic area, the implementation of financial service, and
created a better and positive Dolly area image. The result's study
of the relationship between society's perception and preference
showed that Dolly's society perception had a relation against
Dolly's society preference
