Abstract

Jalur evakuasi yang memperhatikan kebutuhan khusus penyandang disabilitas sangat penting dalam pengurangan risiko bencana. Siswa berkebutuhan khusus di SLB YPAB mempunyai risiko yang lebih tinggi menjadi korban ketika terjadi bencana. Oleh karena itu, diperlukan konsep desain jalur evakuasi dengan kelengkapan fasilitas, rute dan lokasi evakuasi gempa untuk penyandang tunanetra untuk meminimalisir korban saat terjadi gempa bumi.
Penelitian ini berjenis penelitian kualitatif. Metode analisa yang digunakan adalah content analysis dan triangulasi. Pada tahap 1 menggunakan content analysis dengan melakukan wawancara mendalam terhadap stakeholder. Tahapan 1 menghasilkan kriteria jalur evakuasi gempa untuk penyandang tunanetra. Untuk tahap 2 menggunakan metode content analysis dari wawancara terhadap warga SLB YPAB dilanjutkan oleh teknik triangulasi. Tahapan 2 menghasilkan konsep desain jalur evakuasi gempa untuk penyandang tunanetra.
Hasil penelitian menunjukkan konsep desain jalur evakuasi yang dibagi menjadi tiga segmen, yaitu segmen titik awal, rute evakuasi dan titik kumpul. Pada segmen titik awal berfokus pada lokasi awal warga sekolah sebelum menuju rute evakuasi dan penyediaan peta taktil, rambu petunjuk dan pemasangan photoluminescent. Untuk segmen rute evakuasi, adalah memilih rute evakuasi yang mempertimbangkan keamanan serta panjang jalur, dilengkapi hal-hal yang membantu mobilitas warga sekolah adalah pegangan rambat, ram, blok pemandu, rambu petunjuk dan pengarah suara. Pada segmen titik kumpul berfokus pada pemilihan lokasi yang aman dari bahaya, pemasangan penanda berupa rambu taktil dan braille disertai penanda suara untuk membantu warga sekolah mengkonfirmasi keberadaannya di titik kumpul.

Evacuation routes that fulfills the special needs of persons with disabilities are very important in disaster risk reduction. Students with special needs at YPAB special school for the blind have a higher risk of becoming victims when a disaster occurs. Therefore, an evacuation route design concept is needed with complete facilities, routes, and assembly points for blind people to minimize casualties during an earthquake.
This research is qualitative. The analytical method used in the analysis is content analysis and triangulation. The first research step using content analysis by conducting in-depth interviews with stakeholders. The result of the first research step is the criteria for earthquake evacuation routes for visually impaired people. For the second research step using the content analysis method from interviews with YPAB special school residents followed by triangulation techniques. The second target result is an earthquake evacuation route design concept for visually impaired people.
The results showed that the evacuation route design concept was divided into three segments, the starting point, the evacuation route, and the assembly point. The starting point segment focuses on the initial location of school residents before heading to the evacuation route and provides tactile maps, signage, and photoluminescent installation. For the evacuation route segment, first step is choosing an evacuation route that considers safety and the length of the routes. And then evacuation routes is equipped with things that help the mobility of school residents, like handrails, ramps, guiding blocks, signs with tactile and braille indicators, and sound directors. In the assembly point segment, it focused on selecting locations that are safe from earthquake risks, equipped with tactile and braille identification signs along with a sound director to help school residents identify that they have arrived at the assembly point.
