Abstract
Pelabuhan Paotere yang terletak di kota Makassar, Sulawesi Selatan, merupakan salah satu pelabuhan tradisional yang saat ini memiliki kepadatan penumpang yang cukup tinggi. Tapi, hal ini berbanding terbalik dengan kapal-kapal yang selama ini beroperasi. Syahbandar menilai bahwa hampir sebagian besar kapal tradisional tidak memenuhi standar alat keselamatan yang telah diwajibkan. Tugas Akhir ini diharapkan mampu memberikan solusi tentang bagaimana seharusnya kapal penumpang didesain dengan optimal dan sebagai penunjang aktivitas ekonomi warga pulau dengan rute Pelabuhan Paotere – Laut Maccini Baji – Laut Sabutung. Ukuran utama awal kapal penumpang ditentukan dengan mengambil parent ship dan menggunakan metode geosim. Dari ukuran utama awal tersebut kemudian dilakukan metode optimisasi 256 ukuran utama. Setelah itu, didapatkan 256 variasi ukuran utama sebagai variabel dengan freeboard, margin berat, trim dan stabilitas sebagai constraint, dipilih hambatan yang paling minimum sebagai objective function sebesar 26,989 kN. Ukuran utama yang didapatkan adalah Lpp = 31,746 m; B = 12,094 m; B1 = 3,342 m; H = 3,895 m; T = 1,85 m dan S = 8,752 m. Tinggi freeboard minimum sebesar 161,4 cm, besarnya tonnase kapal adalah sebesar 785 GT. dan kondisi stabilitas Kapal Penumpang memenuhi kriteria Intact Stability Code criteria. Hasil penelitian menunjukkan bahwa desain kapal penumpang dapat memberikan kenyamanan perjalanan berdasarkan ISO 2631-1 dan kriteria Olson. Biaya pembangunan kapal baru sebesar Rp 13.964.469.651.61 dengan BEP pada bulan ke-59, Net Present Value Rp 2.295.243.710 dan Internal Rate of Return 13% sehingga kapal ini layak untuk dibangun.

The Port of Paotere, located in the city of Makassar, South Sulawesi, is one of the traditional ports that currently has a crowd passenger level. But, this is inversely proportional with the ships that have been operating. Syahbandar considered that most of the traditional vessels did not meet requiredment of safety equipment standards. This Final Project is expected to be able to provide a solution on how passenger ships should be designed optimally and to support the economic activities for the island residents on Paotere – Laut Maccini Baji – Laut Sabutung route. The initial primary size of a passenger ship is determined by taking parent ship and using geosim method. From the main dimension, the 256 main dimension optimization method is then carried out. Then obtained 256 main dimension variations as variables with freeboard, weight margin, trim and stability as constraints, the minimum resistance as the objective function is 25,989 kN. The actual main dimension is Lpp = 31,746 m; B = 12,094 m; B1 = 3,342 m; H = 3,895 m; T = 1,85 m; and S = 8,752 m.The minimum height of freeboard is 161,4 cm, tonnage size is 785 GT and the condition of stability of the passenger ship meeting the Intact Stability Code criteria. The results showed that design of passenger ships can provide travel comfort based on ISO 2631-1 and Olson’s criteria. The cost of new ship building is Rp 13.964.469.651,61 with BEP in the 59th month, Net Present Value Rp 2.295.243.710 and Internal Rate of Return 13%, so the ships is feasible condition to be build.
