Abstract
Kabupaten Luwu Utara merupakan salah satu Kabupaten di Sulawesi Selatan yang memiliki potensi Pertanian yang sangat besar dilihat dari produksi panennya. Kecamatan Sukamaju dan Sukamaju Selatan adalah salah dua kecamatan di Kabupaten Luwu Utara yang memiliki jumlah produksi besar dalam skala kabupaten. Selain potensi produksi yang besar, daerah ini telah direncanakan sebagai Kawasan Strategis Kabupaten dan Kawasan Strategis Provinsi dalam bidang Pertanian. Namun permasalahan yang muncul adalah ketersediaan Infrastruktur yang sangat diperlukan yang berpengaruh pada kesejahteraan petani. Tujuan utama dari penelitian ini adalah menyusun arahan pengembangan Infrastruktur di Kecamatan Sukamaju dan Sukamaju Selatan sebagai Kawasan Unggulan Pertanian dan Perkebunan, disamping itu sebelum menyusun arahan juga ditentukan Infrastruktur yang menjadi prioritas berdasarkan konsensus serta kondisi eksisting sebagai pertimbangan dalam penyusunann arahan. Metode penelitian yang digunakan adalah Metode Delphi untuk Menentukan Konsensus, Metode Deskriptif untuk menjelaskan potensi masalah Infrastruktur, serta Metode Triangulasi untuk menentukan Arahan. Berdasarkan hasil analisa tersebut terdapat lima variabel yang menjadi prioritas pertama, di prioritas kedua terdapat 12 variabel. Kemudian terdapat empat variabel di prioritas ketiga. Setiap prioritas memiliki arahan yang berbeda, dimana pada arahan pertama adalah pembangunan fasilitas baru yaitu Gudang Pengolahan, Gudang Penyimpanan, Tempat Pembuangan Sampah dan Pengolahan Limbah, Pusat Promosi dan Balai Latihan Kerja, sementara pada arahan kedua adalah peningkatan kualitas infrastruktur eksisting yaitu Jalan, Listrik, Irigasi, Jalan Usaha Tani, Pendidikan, Kesehatan, Telekomunikasi, Lembaga Keuangan Mikro, Air Bersih, Toko Pupuk dan Pestisida, dan Sarana Pelayanan Sosial, dan arahan ketiga adalah pembangunan baru dengan konsep yang memperbaiki kualitas yaitu Pasar, Terminal, dan Badan Usaha Milik Desa

North Luwu is one of a regency in South Sulawesi, this regency has large production in Agriculture based on their harvest. Sukamaju and South Sukamaju is two of the districts in North Luwu which have large production in agriculture, and also has been planned as Strategic Zone to serve whole Regencies and Province. But the problem was availability of most needed Infrastructure which affecting the farmers The purposes of this research to compose Recommendations for Infrastructure Development of Agriculture and Plantations Area in Sukamaju and South Sukamaju. Beside that, before compose it, it must be decided which Infrastructure became priority based on consensus and existing condition as consideration for recommendation. Method on this research was Delphi Method to decide consensus. Descriptive Method to describe what problem in research area, and Triangulation Method to decide Recommendations. Based on the analysis, there was five variables became first priority, 12 variables became second priority and four variables became third priority. Every priorities has different approaches, the first one was to build new infrastructure namely Processing Warehouse, Storage Wharehouse, Temporary Landfill and Waste Management Facility, Promotion Center, and Training Center; second priority is to upgrade the quality of infrastructure namely Road Network, Electricity, Irrigation, Farm road, Education facilites, Health facilites, Telecommunication, Micro-finance facility, Water, Fertilizer and Pesticide store, and Social Service Facility; and third priority is build new infrastructure but in different concept namely Market, Terminal, and Village Owned Enterprises
