Abstract
Vendor Held Stock (VHS) adalah suatu sistem dimana penyimpanan dan pengaturan barang diatur oleh pemasok. Perusahaan mewajibkan pemasok untuk menyediakan sejumlah barang di gudangnya. Indikasi pengukuran kinerja (KPI) pemasok VHS akan ditentukan untuk memastikan permintaan pembeli dapat dipenuhi dengan tepat waktu, sistematis, serta tertata dengan kuantitas yang benar dan kualitas yang terjaga. PT.X secara berkala sudah melakukan evaluasi kinerja pemasok, akan tetapi masih terbilang sederhana dan belum menggunakan pembobotan pada kriteria-kriteria yang ada. Karena itu, penelitian ini bertujuan untuk mengembangkan sistem pengukuran kinerja pemasok. Konstribusi dalam penelitian ini akan difokuskan pada pengukuran kinerja pemasok VHS dengan kombinasi metode perhitungan Analytical Hierarchy Process (AHP) dan Objective Matrix (OMAX) serta analisa diagram Fishbone.
Dari pengolahan data berdasarkan AHP didapatkan bahwa tingkat kepentingan kriteria secara berturut-turut adalah kualitas 0.206, keselamatan 0.201, ketepatan pelayanan 0.137, tingkat pemenuhan 0.128, waktu tanggapan 0.102, pelayanan purna jual 0.089 dan sumber daya 0.080. Pada perhitungan OMAX dan analisa diagram fishbone, hasil kinerja PT. CUMS berada pada area warna merah yang berarti kinerjanya kurang baik dan belum mencapai target yang ditetapkan.

Vendor Held Stock (VHS) is the storage and management a system for spare parts and other material must prepared and managed with the suppliers in case study. The company’s case study requires all suppliers should provide the spare parts and other materials in their warehouses. The key performance indicators (KPI’s) in VHS’s supplier performance measurement system are determined to ensure the buyer demand can be fulfilled in a timely, systematic and well organized with the correct quantity and maintained quality. PT.X has regularly conducted supplier performance evaluations, but it still simple and has not used weighting on existing criteria. Therefore, the purpose of this study is to develop VHS supplier’s performance measurement system. The method used in measuring supplier performance is a combination of the Analytical Hierarchy Process (AHP), The Objective Matrix (OMAX) and Fishbone Diagram Methods.
From the Analytical Hierarchy Process (AHP) processing, it was found that the importance of the criteria is quality with a weight value of 0.206, safety with a weight value of 0.201, on-time services with a weight value of 0.137, compliance with a weight value of 0.128, response time with a weight value of 0.102, after-sales services with a weight value of 0.089 and resources with a weight value of 0.080. In the OMAX calculation and fishbone diagram analysis, the performance results of PT. CUMS is in the red area which means that the performance is not good and has not reached the target.
