Abstract
Pada Jalan Tol Trans Jawa Ruas Surabaya – Gempol, pada seksi Waru-Sidoarjo terdapat pusat pertumbuhan perekonomian Provinsi Jawa Timur yaitu Agro Industri yaitu : Pasar Induk Modern Puspa Agro (PIMPA). PIMPA diharapkan akan menjadi Logistik HUB Produk Agro Indonesia Timur. Namun karena sulitnya akses, perkembangan PIMPA menjadi tidak signifikan. Untuk memperlancar akses dari dan menuju PIMPA kemudian pembangunan Interchange (IC) dipilih sebagai solusi. Tujuan dari tugas akhir ini adalah untuk mengetahui alternatif trase yang paling memungkinkan dan kelayakan dari pembangunan Interchange (IC) dari dan menuju PIMPA dari segi teknis, ekonomi, finansial dan lingkungan. Analisis kelayakan ditinjau dari segi ekonomi dan finansial yang akan ditentukan berdasarkan nilai benefit cost ratio dan internal rate of return. Dari hasil perhitungan didapatkan bahwa lokasi IC terpilih dan Trase Terpilih adalah alternatif 3 dengan mempertimbangkan aspek teknis dan aspek peraturan. Layak Finansial, dengan indikator FIRR = 17,42% per tahun, diatas tingkat bunga pinjaman korporasi 9-10% per Tahun, diatas persyaratan minimal oleh BPJT. Layak Ekonomis, dengan indikator EIRR = 61,03% per tahun, diatas tingkat bunga pinjaman korporasi 9-10% per Tahun dan diatas tingkat pertumbuhan ekonomi nasional. Indikator BCR (Benefit Cost Ratio) lebih besar dari 1. Sehingga meskipun membutuhkan studi AMDAL, pembangunan IC PIMPA layak dilaksanakan.

On the Trans Java Toll Road for the Surabaya - Gempol Section, in the Waru-Sidoarjo section, there is the center of economic growth in East Java Province, namely Agro-Industry, namely: Puspa Agro Modern Main Market (PIMPA). PIMPA is expected to become the Logistics HUB for East Indonesia Agro Products. However, due to the difficulty of access, the development of PIMPA is not significant. To facilitate access PIMPA, the construction of an Interchange (IC) was chosen as a solution. The purpose of this final project is to determine the most feasible alternative and feasibility of the Interchange (IC) development from and to PIMPA from a technical, economic, financial, and environmental perspective. The feasibility analysis from an economic and financial perspective will be determined based on the value of the benefit-cost ratio and the internal rate of return. From the calculation results, it is found that the selected IC location and the Selected Track are alternative 3 by considering technical and regulatory aspects. Financially feasible, with an indicator of FIRR = 17.42% per year, above the corporate loan interest rate of 9-10% per year, above the minimum requirement by BPJT. Economically feasible, with the indicator EIRR = 61.03% per year, above the corporate loan interest rate of 9-10% per year and above the national economic growth rate. The BCR (Benefit Cost Ratio) indicator is greater than 1. So even though it requires an AMDAL study, the IC PIMPA development is feasible.
