Abstract
Konsep lean pada awalnya ditujukan dan diaplikasikan pada industri besar
manufaktur. Namun, konsep lean ini telah digunakan secara luas untuk semua jenis
industri di seluruh dunia. Terdapat banyak UMKM di banyak negara yang telah
mengimplementasi lean. UMKM yang telah mengimplementasi lean menunjukkan
beberapa perbaikan, antara lain meningkatnya efisiensi dan fleksibilitas, komunikasi yang
jelas dan dekat dengan pelanggan sehingga response dan feedback lebih cepat dan biaya
yang lebih rendah. Dalam rangka perbaikan berkelanjutan dengan mengaplikasikan lean,
sangat penting untuk menilai keefektifan dan efisiensi dari implementasi lean pada
industri tertentu. Pengembangan Lean Assessment Tool untuk UMKM dilakukan dengan
mempertimbangkan ada perbedaan karakteristik UMKM dengan industri skala besar.
Telah banyak studi yang mengembangkan alat untuk mengukur implementasi lean pada
industri manufaktur dan jasa secara umum. Namun, hanya sedikit studi pengembangan
lean assessment tool yang spesifik untuk mengukur implementasi lean manufacturing
pada Usaha Mikro, Kecil dan Menengah. Oleh karena itu, penelitian ini bertujuan untuk
mengusulkan Lean Assessment Tool untuk mengukur keberhasilan implementasi Lean
(leaness level) pada UMKM khusus di Indonesia. Langkah pertama yang dilakukan
adalah menentukan dimensi dan indikator untuk mengukur secara kuantitatif dan
kualitatif berdasarkan studi literatur dan opini dari ahli menggunakan metode Fuzzy
Delphi. Studi ini mengusulkan 13 dimensi yaitu quality, time, proses, human resources,
delivery, customer, inventory, product value, supplier, technology upgradation,
continuous improvement, information system dan management commitment. Pengukuran
leanness level dengan menggunakan LAT dari penelitian sebelumnya di negara Maroko
yang mengembangkan LAT pada UMKM, sedangkan radar plots dipergunakan untuk
memetakan nilai pencapaian leanness level untuk masing-masing dimensi

At first, the lean concept be aimed and applicated at manufacturing big industry.
However, this lean concept have been used for all of the industry in the world widely.
There many SMEs in many countries which have implemented showed many
improvement, there are the increasing of efficiency and flexibility. The clear of
communication and close to the customer so that the response and feedback are quicker
and the cost are lower. In order to continuous improvement by applicated the lean, its
important to value effectiveness and efficiency of lean implementation on specific
industry. Development of lean Assessment tool for SMEs is done by considering there
are differences of SMEs characteristic with big scale industry. There have been study
which develop of tool to assess lean implementation on the manufacturing and service
industry generally. However just few studies about development lean Assessment tool
that specific to assess implementation of lean manufacturing on micro, small, and middle
business. Therefore this research aimed to propose lean Assessment tool to assess
successful of lean implementation (leanness level) on SMEs especially in Indonesia. The
first step is determine dimension and indicator to assess quantitatively and qualitatively
base on literature study and opinion from some experts by using fuzzy delphi method.
This study propose 13 dimension, they are quality, time, proses, human resources,
delivery, customer, inventory, product value, supplier, technology upgradation,
continuous improvement, information system dan management commitment. Assessment
of leanness level using LAT from previous research in Morocco which developed LAT
in SMEs, while radar plots are used to map the value of achieving leanness levels for each
dimension.
