Abstract
Kawasan Pesisir merupakan wilayah yang strategis, dimana tempat bertemunya
berbagai kepentingan pembangunan baik pembangunan sektoral maupun regional
serta mempunyai dimensi internasional. Kawasan pesisir pantai Sidoarjo tepatnya
di pesisir timur pantai Sedati adalah suatu kawasan pesisir yang rencananya akan
dikembangkan sebagai lokasi perluasan bandara udara Internasional Juanda.
Rencananya luas areal yang akan direklamasi sebesar 6.000 Ha, meliputi desa
Segorotambak, Banjarkemuning dan Gisik Cemandi yang terletak pada satu
wilayah administrasi, yaitu Kecamatan Sedati. Tujuan penelitian ini, menghitung
nilai sumberdaya kelautan, yang terdampak reklamasi ditinjau dari nilai kawasan
daerah tangkapan nelayan, nilai kawasan pertambakan dan ekosistem mangrove
serta merumuskan strategi/ solusi pengelolaan sumberdaya kelautan pada rencana
reklamasi untuk pengembangan bandara juanda di pesisir pantai sidoarjo
berdasarkan konsep valuasi sumber daya alam. Valuasi ini dihitung berdasarkan
hasil survei yang dilakukan pada masyarakat terdampak dan data-data pendukung
wilayah penelitian (TEV). Untuk valuasi ekonomi, manfaat ekonomi yang
dihasilkan sebesar Rp 90.806.400.000,- Perhitungan ini belum termasuk nilai
properti, karena dihitung berdasarkan potensi yang terdampak masyarakat secara
langsung. Sedangkan kerugian/ biaya yang hilang dari rencana pelaksanaan
reklamasi sebesar Rp 680.323.206.650,- Tingkat validasi dari perhitungan nilai
ekonomi ini bergantung pada tingkat kepercayaan hasil survei. Pengelolaan
wilayah pesisr pantai Sidoarjo dianalisis menggunakan metode/ tehnik analisis
SWOT. Dari hasil penelitian, penulis tidak merekomendasikan kegiatan reklamasi
dilakukan sekarang, karena belum memenuhi dua aspek, yaitu aspek manfaat
sosial-ekonomi harus lebih besar daripada kerugian sosial ekonomi dan kegiatan
reklamasi haruslah mendapatkan penerimaan dari masyarakat.

The coastal area is a strategic area where the meeting place for the interests of the
development of both sectoral and regional development as well as have
international dimensions. The coastal area Sidoarjo exactly in the east coast Sedati
beach is a coastal area which plan will be developed as the location for the
expansion of air Juanda International Airport. It plan wide area that will be
reclaimed by 6,000 Ha, Includes Segorotambak village, Banjarkemuning and
Gisik Cemandi located in one area of the administration of, Sub Sedati. The
purpose of this research, calculated the value of marine resources, epic
reclamation reviewed from the value of the area of the catchment area fishermen,
the value of the area of areas and mangrove ecosystem and formulated the
strategy/ management solutions marine resources on the reclamation plan for the
development of Juanda airport in the coastal area of sidoarjo based on the concept
of the valuation of natural resources. This was calculated based on the results of
the valuation survey conducted on the community epic and data to support
research area (TEV). For economic valuation, economic benefits produced by Rp
90.806.400,000,-. This calculation was not including the property value, because
calculated based on the potential of the epic people directly. While the loss/ cost is
missing from the plan of the implementation of reclamation of Rp
680.323.206.650,-. The validation level from the calculation of the economic
value is dependent on the level of trust in the results of the survey. Management
of Coastal area of Sidoarjo analyzed using methods/ devided SWOT Analysis.
From the results of research, author did not recommend reclamation activities
done now, because they do not meet the two aspects, namely aspects of socialeconomic benefits must be greater than the loss of the socio-economic and
reclamation activities must get acceptance from the community
