Abstract
Seiring berjalannya waktu, konsep Smart City diusulkan untuk dapat membantu menyelesaikan permasalahan yang ada. Pada salah satu dimensi Smart City yaitu Smart Society yang bergantung pada sumber daya manusia yang dimiliki. Sasaran dari Smart Society dalam pengembangannya berfokus kepada komunitas warga (community), ekosistem pembelajaran (learning), dan sistem keamanan (security), dan kreativitas (creativity). Pada Program Gerakan Menuju 100 Smart City khususnya di Kota/Kabupaten Provinsi Jawa Timur dimana belum memiliki alat ukur untuk mengevaluasi implementasi konsep Smart City khususnya dimensi Smart Society. Sementara itu, pemerintah masih belum memiliki panduan sebagai dasar dari evaluasi pencapaian implementasi Smart Society.
Tujuan penelitian ini yaitu menentukan indikator-indikator dimensi Smart Society yang digunakan dalam pengukuran dan penilaian implementasi Smart City dan mengembangkan model evaluasi yang digunakan untuk mengukur keberhasilan penerapan Smart City merujuk pada Kemkominfo dan validasi expert judgement dari dimensi Smart Society. Sehingga, penelitian ini memberikan gambaran mengenai studi rinci dalam mengukur keberhasilan dimensi Smart Society tentang variabel dan indikator yang menjadi parameter implementasi Smart City. Metode kualitatif yang digunakan yaitu melakukan studi literatur dengan membaca paper/jurnal yang berkaitan dengan Smart Society serta melakukan wawancara dengan expert judgement Smart Society di dinas Kota Madiun dan Surabaya dan fokus grup diskusi di kota Madiun. Setelah melakukan studi lapangan, peneliti melakukan validasi oleh expert judgement dan pemerintah yang bersangkutan untuk mengetahui karakteristik masyarakat provinsi Jawa Timur diantaranya Kota Surabaya, Kota Madiun, Kabupaten Sidoarjo, Kabupaten Jember, Kabupaten Banyuwangi, Kabupaten Ngawi, Kabupaten Gresik, Kabupaten Tulungagung, Kota Kediri, Kota Malang, Kabupaten Bondowoso, Kabupaten Lamongan, Kabupaten Magetan, Kabupaten Bangkalan, Kabupaten Bengkalis, dan Kabupaten Ponorogo.
Oleh karena itu, penelitian ini mengembangkan alat ukur yang berisi variabel-variabel serta menghasilkan indikator-indikator di dalamnya dari dimensi Smart Society yang sesuai dengan karakteristik masyarakat provinsi Jawa Timur sehingga menjadi panduan dalam mengukur implementasi Smart City di provinsi Jawa Timur serta memberikan kontribusi berupa pengembangan model evaluasi dimensi Smart Society. Hasil dari penelitian ini adalah perangkat pengukuran model evaluasi beserta indikator-indikator dimensi Smart Society sesuai dengan arahan Kementerian Komunikasi dan Informatika. Dimana keterbaruan dalam penelitian ini adalah komponen dari pengembangan model evaluasi yaitu. memiliki 4 variabel diantaranya Community, Learning, Security, dan Creativity. Panduan model evaluasi yang dikembangkan bersifat general pada dimensi Smart Society, artinya detail ke-4 variabel dimensi Smart Society memiliki indikator masing-masing

Over time, the Smart City concept was proposed to be able to help solve existing problems. One of the dimensions of Smart City is the Smart Society, which depends on its human resources. The target of the Smart Society in its development focuses on the community, learning ecosystem (learning), and security systems (security), and creativity (creativity). In the Movement Towards 100 Smart City Program, especially in the City / Regency of East Java Province, which does not yet have a measuring tool to evaluate the implementation of the Smart City concept, especially the Smart Society dimensions. Meanwhile, the government still does not have a guideline as a basis for evaluating the achievement of the Smart Society implementation.
The purpose of this study is to determine the indicators of the Smart Society dimensions used in the measurement and assessment of the Smart City implementation and to develop an evaluation model used to measure the success of implementing Smart City referring to the Ministry of Communication and Information and validation of expert judgment from the Smart Society dimension. Thus, this study provides an overview of a detailed study in measuring the success of the Smart Society dimensions regarding the variables and indicators that become the parameters for implementing Smart City. The qualitative method used is conducting literature studies by reading papers/journals related to the Smart Society and conducting interviews with Smart Society expert judgments at the Madiun City and Surabaya City offices and focus group discussions in Madiun city. After conducting a field study, the researcher validated the expert judgment and the government concerned to find out the characteristics of the people of East Java province including Surabaya City, Madiun City, Sidoarjo Regency, Jember Regency, Banyuwangi Regency, Ngawi Regency, Gresik Regency, Tulungagung Regency, Kediri City, Malang City, Bondowoso Regency, Lamongan Regency, Magetan Regency, Bangkalan Regency, Bengkalis Regency, and Ponorogo Regency.
Therefore, this study develops a measuring tool that contains variables and produces indicators in it from the Smart Society dimensions that are following the characteristics of the people of East Java province so that it becomes a guide in measuring the implementation of Smart City in East Java province and contributes in the form of development. Smart Society dimensional evaluation model. The result of this research is the evaluation model measurement tool along with the Smart Society dimension indicators following the direction of the Ministry of Communication and Informatics. Where the novelty in this study is a component of the development of the evaluation model, namely. has 4 variables including Community, Learning, Security, and Creativity. The evaluation model guide developed is general in the dimensions of the Smart Society, meaning that the details of the 4 dimension variables of the Smart Society have their respective indicators
